Kent opener Zak Crawley, Gloucestershire wicketkeeper/batsman James Bracey and Sussex seamer Ollie Robinson are the other newcomers.
Sibley, who last represented England at Under-19 level in 2014, hit a career-best 244 at Canterbury this week, the highest individual score in the County Championship this season, as he became the first to reach 1,000 first-class runs this season.
There are three players with Test match experience in the 11-man team, which will be coached by former England coach Andy Flower – surrey wicketkeeper Ben Foakes, Nottinghamshire batsman Ben Duckett and Somerset spinner Jack Leach.
Leach is joined by Somerset colleague Lewis Gregory, who has taken 44 Championship wickets this season - more than any other seamer.
As to who will captain the side, that is yet to be announced.
All the players were due to have been in Championship action for their counties that week.

John Askey says he'll treat Port Vale's friendly against Kidsgrove tomorrow as a work-out for the players.
He admits it is "probably a little bit earlier than I'd wanted a game" and will be working his squad hard in training today, so they might look a little tired when they step onto the pitch.
It's likely most of the players will only have to play 45 minutes though, with Port Vale expected to field up to five trialists tomorrow - including a goalkeeper, a right back, a winger and a striker.

There's been an increase in the number of people visiting Shropshire's libraries - they rose by 16,524 to 918,755 in the last financial year.
The number of people visiting Theatre Severn (pictured below) in Shrewsbury has risen by 8% to 199,632.
However, Shropshire Council reported a small fall in the number of visitors to attractions in Ludlow, Much Wenlock and Acton Scott.
Shrewsbury Castle and Shrewsbury Museum also saw small falls.
