A temporary, 255-space staff car park at the Royal Stoke University Hospital has been allowed to stay open for another 12 months, despite concerns from people living nearby,
The extra spaces were created at the former central outpatients department in 2013 and this is the third time Stoke-on-Trent City Council has agreed to grant them an extension.
Nearby residents have raised concerns over pollution and noise and say the number of staff travelling down Ashlands Road is similar to football fans arriving at a match.
The University Hospitals of North Midlands NHS Trust had hoped to get a three-year extension, but councillors voted for one year on the advice of council officers.
And they said they wanted to see progress towards a long-term solution made in that time.

CCTV images have been released of a man police would like to speak in connection with an arson attack in Birmingham.
A Mercedes was set alight in Westminster Road, Selly Oak just after midday on 23 June, said West Midlands Police.
It's believed petrol had been poured over the vehicle causing extensive damage.
The scheme is in memory of the footballer who died in 2018.

But Dave in Hanley, Stoke-on-Trent, admits it's not all plain sailing and he's struggling a bit in the heat.
"I've got sweaty fingers and the strings keep going out of tune but I'm loving the heatwave," he said, as he broke into the Apache instrumental.
"I'll be here until I've made enough money for myself today."

The farm is organic, so vegetables are weeded by hand.
A "mobile shade" was fashioned to allow workers to work on the parsnips, it said.

A number of trains running between London and stations in the West Midlands have been cancelled because of the damage, external, but others are still running.

I've been to Birmingham New Street Station's so-called hot spot.
A major facelift saw parts of the station and the attached Grand Central shopping centre covered in mirrored surfaces, mounted at various angles.
The result - hot spots where the sun's rays are focused on the ground.
The most notable one is on Navigation Street.
It’s noticeably hotter here. One passer-by said it felt like "the middle of a frying pan" and I almost burned my hand on a bollard.
Nearby businesses are used to the effect of the reflective surfaces. Costa even has its blinds down to keep out the sun.
Ren, who works at Urban Feast, opposite the station, said temperatures could rise as high as 37C, but "as long as there's a breeze coming through the door we don't mind".
West Midlands Police said it was "pleased" that reporting restrictions have been lifted, allowing the killer of 14-year-old Viktorija Sokolova to be identified.
Ayman Aziz, who is 17 and from Bright Street, Wolverhampton, was sentenced to life in prison last February for the murder in April last year.
DI Caroline Corfield said: “It means a lot to Viktorija’s family that the name of her killer has been made public."

Burning farm machinery caused a crop fire near Kenilworth earlier this afternoon.
Warwickshire Fire and Rescue Service said it was "fast spreading", but had been contained and is now out.

The bad news is Jaguar Land Rover has been losing money again. The good news – for the company, if not for the staff concerned – is that it is already doing something about it.
The firm made a loss before tax of £395m in the three months to 30 June, despite record sales in the UK.
In January, it announced a major restructuring plan, involving the loss of 4,500 jobs.
The plan was to cut costs, save money - and give itself enough financial leeway to make the investments in electric cars and hybrid models which it believes are necessary for the future.
It’s still far too early to say whether all this will be enough to turn the company around. But there was a gleam of light in today’s results.
Although sales in China were down 29% year on year – they have been picking up again in recent weeks.
And in the UK, sales rose during the quarter.
