Sedgemoor District Council has spent £8m buying a TKMaxx store on Worcester High Street.
It's part of a £50m investment in commercial property over the next three years, with the rental income being used to fund frontline services.
The council agreed in February 2018 to make the investments and has since bought the Street Retail Park in December 2018 for £8.2m.
The investment was only made public at a full council meeting on Wednesday due to commercial sensitivity.
The council said it would make a total of £1m a year from both properties.

Worcester will host four festivals next year, to coincide with the opening of the city's railway arches, from Foregate Street to the Hive.
It will start with a Festival of Light in January and it could be followed by an ice cream festival by the Riverside in the summer.
The arches plans are part of larger proposals to build 3,000 new homes and create parks, public spaces and cycle routes in the city.

Paula Clark was responding to a critical CQC inspection report which found further failings in the two accident and emergency departments and said the trust had worked hard to recruit more staff, and had made offers to 19 more nurses.
The leader of Telford and Wrekin Council, Shaun Davies, called the CQC report "really concerning", but welcomed the change in leadership at the trust, since the inspectors visited.
He also said he thought Paula Clark had a "fantastic reputation" and that his council would do everything it could to support her.
