Dudley has the worst rate in the region, with 504.7 new cases in the week up to 9 November, up from 403.6 just a week earlier.
South Staffordshire, Stoke-on-Trent and Sandwell were close behind.
Herefordshire and the Malvern Hills again had the lowest rates in the West Midlands, but have themselves seen clear rises in recent weeks.

In the week up to 9 November, Hull recorded the highest rate in England, with 743.3 cases per 100,000 people.

More double red lines will be painted on to roads in Stoke-on-Trent.
They lines, which indicate no stopping, waiting or parking is permitted at any time, will appear on Waterloo Road, between Wedgwood Street, Burslem and Potteries Way, Hanley, during December.
Road resurfacing work will also take place and the bus lane on Waterloo Road removed.
Two men have been charged in connection with 40 burglaries.
The incidents took place in Birmingham, Walsall and Sandwell between July and November, police said.
The two, aged 25 and 27, were arrested on Saturday and charged with burglary and conspiracy to commit burglary.
They are set to appear in court in December.

In 2015 he located £100,000 that had been hidden in the trunk of a conifer tree and last year he found a loaded gun that had been hidden by a suspect during a chase.
Sgt Keith Bennett, who has worked with him since 2011, said: "We have had many memorable moments over the years and developed such a special bond."
New rapid or "lateral flow" coronavirus tests are being delivered to parts of the West Midlands today.
Already being trialed in Stoke-on-Trent, the new tests are much quicker, giving a result in less than an hour, because they don't have to be sent to a lab to be processed.
They will be rolled out in Birmingham, Wolverhampton, Dudley and Coventry, with about 10,000 tests expected to be delivered to each area.
Clive Wright, Covid-19 regional convenor for the West Midlands told a meeting today the tests would be under the control of local directors of public health.
"They will be used differently in each authority according to priority," he said.
They will be used alongside existing testing regimes "to deliver an opportunity to learn what works best."
The aspiration is for 100,000 tests to be made available in each area, he added.
Two Shropshire schools have had to close due to coronavirus cases.
Shrewsbury Academy has about 20 staff off after one tested positive. Principal Julie Johnson said a "break" was needed and added buildings would undergo a deep clean while it was closed.
She said she believed the infections came from contact outside the school.
Bishops Castle Community College earlier said 11 staff members were isolating after a pupil tested positive and it would close until 24 November.
It said without the staff it was "unable to run an effective curriculum", but it would continue to offer classes to Year 11 pupils, to allow them to complete their mock exams.
More than 90% of those who responded to a consultation backed the plans, travel bosses say.

Crewe manager David Artell is not impressed with calls to allow five substitutions per game again.
Liverpool's Jurgen Klopp and Manchester City's Pep Guardiola are pushing for a return to the rule to protect their players, with games coming thick and fast since the return to play.
Artell has criticised other clubs for "falling in line" with the "Spanish messiah and German messiah of sport".
The Premier League allowed five subs a game when it resumed the end of the previous season in June, following the first wave of coronavirus.
But Artell said if the top managers were worried about injuries, his message was, "look after your players better".
He added:"You've got two managers at the top who've got more players than anyone bleating on about injuries."
