Conservative councillors who won seats and control of councils in Staffordshire in this month's elections need to deliver on their promises, the leader of county council said.
Alan White, leader of the county council, said the results had taken them by surprise but they now had to work on their pledges.
"The state of the roads is something we need to be addressing, we need to be making sure our social services are being run efficiently, our children's services are being run efficiently," he said.
Alan Pearson, a former Labour councillor, was one of those swept away by the Tory success, losing his Hednesford North seat.
He said his party had to be clearer on their policies: "If you put 'vote Tory' and a blue badge on anybody who walks by, they would have got in."

Coventry council leader George Duggins faces a leadership challenge from former cabinet member Ed Ruane.
Councillor Ruane, who won re-election to Henley last week, is seeking backing from fellow Labour colleagues at a vote tonight.
He is a former cabinet member for housing and communities at the authority, who has served as a Coventry councillor since 2007.
Announcing a bid to oust incumbent councillor Duggins, he said the party needs to "modernise its approach" and "re-establish the trust that we’ve lost".
He said: "I have decided to make a leadership bid, as I passionately believe that the Labour party needs to modernise its approach in how we do politics and connect with our local communities.
"I want the party to re-engage with people inside and outside of the Labour Party to re-establish the trust that we’ve lost over the past few years."

Defeat at the Emirates confirmed Sam Allardyce's first relegation from the Premier League as a manager, although the experienced 66-year-old had all but accepted their fate before the match.
The division's great escape artist replaced Slaven Bilic in December when the Baggies were 19th in the table and accepted the task of trying to guide them to survival.
Allardyce has previously kept Blackburn Rovers, Sunderland and Crystal Palace in the English top flight after taking control in similar circumstances, but the rescue mission at the Hawthorns proved too big with West Brom managing just four wins in the 22 league games he oversaw.
The Baggies return to the Championship at the first time of asking and join Norwich City as the only sides to be relegated from the Premier League on five occasions.
Mayor Andy Street says the project will deliver "hundreds if not nearly a thousand jobs".
