Staffordshire Police said it was believed to have been between supporters travelling on coaches to watch Oldham and Everton football clubs and happened at about 20:30 BST on 28 August.
Det Insp Pete Goodwin said: "This incident involved groups of supporters fighting and would've been distressing and frightening for those families and individuals at the services at the time."We won’t tolerate this kind of behaviour and would appeal for any witnesses to contact us, particularly if they have phone or dashcam footage, that might assist our investigation."

Two guns were fired at a car in Wolverhampton, police said.
A black VW Golf was shot at in Ashland Street, Penn Fields, just before 23:00 BST on Monday.
West Midlands Police said it did not believe anyone had been injured and suspected the shooting had been targeted.
The force said detectives were reviewing CCTV footage and carrying out inquiries, with visible patrols in the area.
It said it was keen to hear from anyone who had seen a group of males riding push bikes in the area before the shooting.
Firefighters extinguished a "severe" fire at a flat in Nuneaton.
Warwickshire Fire and Rescue Service said no injuries had been reported in the blaze on Dugdale Street on Tuesday evening.

The leader of Staffordshire Moorlands District Council (SMDC) has said lives will be put at risk due to a decision to close the district's two ambulance stations on 3 October.
When the bases in Leek and Biddulph close, the nearest ambulance base will be a central hub in Stoke.
SMDC leader Sybil Ralphs said the average driving time, using blue lights, from the Stoke hub to Leek town centre was 20-25 minutes and some rural areas required an additional 25-45 minutes due to their remote location.
She said: "While I appreciate there is increasing and unprecedented demand on the NHS and ambulance services across the board, I am concerned that the people of Leek and Staffordshire Moorlands will be failed by not receiving the service they deserve."
An ambulance service spokesperson said there were "spare ambulances at the hubs, but not at CAS (community ambulance stations) sites".
The spokesperson stated: "So if the crew are delayed at hospital, which happens, it means the crew that are coming on to relieve them don't have an ambulance to use, so we lose that crew for however long the delay is."
They added by "closing the CAS sites we are actually increasing the amount of ambulance time available to respond in the area".

Hereford & Worcester Fire and Rescue Service has thanked people in Kidderminster for their help during a major blaze at a factory.
The site's residential neighbours had to be evacuated after the fire broke out on Park Street on 8 September.
Group Commander George Marshall thanked residents for their patience while crews dealt with the blaze, for adhering to safety messages and looking after those affected by the incident.
“This was a massive help to the fire service and all other agencies involved and enabled us to deal with the incident and return the local area to normality in record time," he said.
“We were also very grateful to local residents and businesses for messages of support and kind donations of drinking water and food which were welcomed by some very thirsty and tired firefighters.
“While this is something that we do not expect we were humbled by these acts of kindness and generosity which makes us even more proud of the communities we serve.”
A ninth consecutive Chelsea Flower Show gold medal has been awared to Birmingham City Council for its eco-inspired garden.
Traditional seasonal bedding and sustainable energy sources such as solar panels, water power and wind power, earned the council the award.
It also showcased other sustainable initiatives such as rainwater harvesting and recycling with information about how these could be scaled up or down to fit different lifestyles.
