HMP Whitemoor, external is one of five high security "dispersal" prisons in England and Wales, and held 431 adult men at the time of the inspection visit.

Chief Inspector of Prisons Peter Clarke said the jail continued to hold a disproportionate number of muslim men.

The report said muslims made up 42% of the prison's population - compared to 41% christians, adding that "the dynamics between the groups could be complex".

Overall, inspectors, external were "heartened" by what they found at Whitemoor.

Mr Clarke said: "For the vast majority, it was a generally safe prison, conditions were reasonable and relationships with staff had improved."

Michael Spurr, Chief Executive of HM Prison & Probation Service, said: "The Governor and staff deserve real credit for what has been achieved in difficult circumstances.

"Work is already in hand to provide more support for men held in long-term segregation, to assist them in returning to the main prison population as soon as it safe to do so," he added.

  2. Council vows to sue busway contractorspublished at 09:31 British Summer Time 26 July 2017

Cambridgeshire County Council, external is to sue contractors BAM Nuttall, over the construction and design of the guided busway.

    busway

The busway links St Ives to Cambridge, and opened at a cost of £116m pounds in 2011 after delays and financial disputes.

It's been fraught with problems - including car drivers entering the busway and buses crashing due to excessive speeds.

Edward Leigh, from the campaign group Smarter Cambridge Transport, says it should be scrapped to prevent spiraling costs.

"Safety is also a big concern," he said. "The fact that the tracks can move, the fact that they are disintegrating at the ends of the beams.

"It's not difficult to see a scenario in which a bus comes off at speed. We've seen three incidents in the last 14 months."

  3. HMP Whitemoor criticised for segregation policypublished at 09:15 British Summer Time 26 July 2017

    prison

There are concerns over segregation at a high security prison in Cambridgeshire.

A new report has found that "some prisoners with persistently challenging behaviour were held for long periods in the segregation unit".

The report follows an unannounced inspection which found that the prison was "generally safe with reasonable living conditions".

However the assessment by HM Inspectorate of Prisons (HMIP) found that segregated inmates could only have a shower and make a phone call every other day, and that "caged" exercise yards were "grim".

Segregation generally involves a prisoner being removed from other inmates for disciplinary reasons or for their own protection.

    whitemoor

Inspectors found the segregation unit at Whitemoor in Cambridgeshire was nearly full, housing 28 inmates out of a capacity of 30.

The average length of stay had been about 28 days although during its inspection in March, HMIP found eight prisoners who had been segregated for more than six months.

The report said: "While we recognised again the complexity of the men held in the unit, we did not believe that care planning to address their needs was adequate.

"We also felt that the regime offered was not sufficient to prevent psychological deterioration among those who had been segregated for prolonged periods of time."

  8. Cable in Cambridgepublished at 17:31 British Summer Time 25 July 2017

    Hannah Olsson
    BBC Radio Cambridgeshire political reporter

I've been in Cambridge today meeting the new leader of the Liberal Democrats, Vince Cable, as he speaks to members of the party and prospective voters as part of his tour.

    Vince Cable

The Lib Dems targeted the city in the recent general election having lost the seat to Labour's Daniel Zeichner in 2015, by just 599 votes.

The party was hoping to win it back in June this year, but Labour ended up getting a massive swing of support - increasing their majority by over 12,000 votes.

    Vince Cable

Mr Cable told me that the loss "was very disappointing".

"Julian Huppert was a terrific MP and he will bounce back," he said.

"I have every confidence that the Lib Dems will come back very strongly in Cambridge and the surrounding areas."

He visited Romsey Mill Children's Centre, as local Lib Dem councillors are fighting against County Council budget cuts that could mean the centre closes.

Corrie Mckeague's mother, who along with his father had meetings with detectives last night, says she was "reassured" by what they told her.

    Nicola Urquhart

Nicola Urquhart said news that the landfill site at Milton won't be filled until a case review has been carried out was "massive".

"It gives us a chance to pause, to calm down and to find out how the police have come about this decision" she said.

"Thankfully they are now going to give us a family review.

"Most importantly, because their belief is that Corrie is still in the landfill, they are going to take us through how they've come about this decision and why they've decided to stop.

"It doesn't mean we will agree with them but we may understand why they have come to this decision."

  13. Older people 'benefit from dog ownership'published at 13:05 British Summer Time 25 July 2017

They say that a dog is man's best friend... and it seems this could be backed up by research.

The University of East Anglia (UEA) and University of Cambridge have found that owning a dog is beneficial to your health, external and well-being.

More than 3,000 people, with an average age of 69.5, took part in the study. The results showed there was around a 20% difference in physical activity between the dog owners and the non dog owners, with dog owners spending about 30 minutes less sedentary.

Prof Andy Jones, of the UEA, says they've linked dog ownership with supporting greater activity in older life because you're more likely to head out for a walk, whatever the weather.

  16. Westgate in line for million-pound makeoverpublished at 11:59 British Summer Time 25 July 2017

    Adam Jinkerson
    BBC Local Live

"It needs a makeover. It's very tired."

That's how the head of highways at Peterborough City Council, Andy Tatt, described Westgate, which could get a £1.5m facelift if councillors approve a new project.

The street links Bourges Boulevard to Broadway, running behind the Queensgate shopping centre and is used by traffic and pedestrians.

    WestgateImage source, Google

The plan will include a new traffic layout as well as a wider pavement and new lights.

It's the next in a series of improvement works being carried out in the city centre - which includes the transformation of Cathedral Square, Cowgate and Long Causeway to name just a few.

The council says the aim is to "create a more pedestrian-friendly, vibrant shopping street that anchors North Westgate to the historic core of the city".

A cabinet member decision notice (CMDN) has been published seeking approval for the project from Peter Hiller, cabinet member for growth, planning, housing and economic development.

"We want to widen the carriageway to six metres, so vehicles will not need to negotiate each other," said Mr Tatt.

"The pavement will also be widened and there'll be more defined crossing points.

"We've also worked with the RNIB and the disability forum on reducing street clutter.

"One thing we want to do is put street light columns on buildings."

It is expected that once the CMDN is approved, the work will commence in Autumn.

    BBC Local Live

Earlier we brought you pictures of a calf being rescued by firefighters in Huntingdon as it got a leg stuck in a gate.

But did you know, animal rescues cost the Cambridgeshire fire service about £75,000-a-year?

Over the past three years, 319 animal rescues have been made by the emergency service...

    • 2016: 125
    • 2015: 102
    • 2014: 92

One of the most famous was Noah the donkey back in 2015. Crews spent five hours rescuing him from a deep water-filled storm drain in Heydon. Luckily he escaped without any serious injuries.

The costs are made up from paying permanent members of staff, plus the additional costs of paying pro-rata on call "volunteers".

Simon Newton from Cambridgeshire Fire and Rescue said that the cost is actually "great value for money".

"We would rather rescue them then let the public put themselves at risk," he said.

"Sadly we do have situations where people commit an enormous amount of risk to rescue their animals."

Colin Sutton said: "They say on Friday they believe Corrie is in the landfill site yet they stop searching, and then last night we have the statement 'we are committed to finding Corrie'.

"It seems pretty self-evident if you're actually committed to it, and you believe you know where he is, then keep looking there.

"We were told on Friday that money is not the issue so if it isn't the issue, then I don't see any good reason for stopping."
