To enable better social distancing on Mondays, Epping market traders will be able to park their vehicles in the under-used civic offices car park behind the Conder Building.
But, following the ease of lockdown and the gradual increase in shoppers, Epping Forest District Council, external plans to restart car park enforcement with penalty charges resuming from today.
NHS critical and social care workers can continue to park for free by displaying a permit that can be acquired by visiting NHS Free Parking, external.
Nigel Avey, cabinet member for environmental and technical services, said: "Enforcement was reduced to focus on dangerous parking in all our car parks towards the end of March.
"We did not seek to publicise this because we wanted to encourage people to uphold the Government guidance to Stay at Home, Protect the NHS and Save Lives, rather than facilitate unnecessary travel and parking."

Eight old bells are being temporarily removed from a Suffolk church and a new set of three cast in The Netherlands will join them to create a ring of 10.
Work has already started on the bells to be rehung in the tower of the church of St Peter and St Mary, external in Stowmarket this week.
Bellhangers are overseeing the removal of the old eight and the first of the new bells were due to be taken down to the aisle today.
"It will take two or three days before all eight are down and then they will be taken by lorry to Bridport, Dorset where work will begin to refurbish and establish a new ring of 10," Lynda Rochester of the Stowmarket Bells Project Team, said.
"One of the old bells (the treble) is in poor condition and will not be kept. We anticipate the new ring of 10 bells to be brought to Stowmarket from Bridport in the summer and look forward to welcoming visitors as soon as safety regulations allow.”
The new treble is in memory of the much loved doctor Peter Franks and his wife Sheila.
The £179,000 project has been funded by grants and donations, including a £95,100 Heritage Lottery Fund, external windfall.

Work is due to start next week on beach huts along the Essex coast after several projects were put on hold due to the pandemic lockdown.
In Brightlingsea, work to recover beach huts which had been moved by exceptionally high tides early in the year will now resume today, Tendring District Council, external said.
In Frinton, work on replacing bases of beach huts at The Leas will resume.
Meanwhile, work to secure a cliff slippage in Holland-on-Sea, in the York Road/Cliff Road area, will also start next week.
This will see some beach huts moved to clear the area for work to take place.
Alex Porter, cabinet member for leisure and tourism, said: "We are sorry for the disruption this work will lead to, but it is necessary to ensure the safety of passers-by and the engineering team while these projects are carried out.”

An increasing number of parents are having the confidence to send their children back to school, Suffolk County Council, external claimed.
All of the county’s 45 secondary schools had places to offer to Year 10 and Year 12 pupils and 25% of students have returned.
That equates to nearly 2,000 pupils back at school in some format, but many are part-time or attending for a handful of days instead of full-time due to lack of space.
At primary school level, between 14% and 17% of Reception, Year 1 and Year 6 pupils returned from 1 June.
That number has now doubled to reach more than a third of pupils in those year groups, the authority said.
Mary Evans, cabinet member for education, said it was roughly in line with what it expected.
"All Suffolk secondary schools are offering some provision to their students, with approximately 25% of students in Year 10 and Year 12 returning this week," she said.
"This figure is rising as confidence from parents and carers grows."
Budgens in Holt, Norfolk, was also home to a post office that was engulfed by flames on Saturday.

Veteran player Paul Abrahams was part of the U's side which won promotion in 1992 and again via those play-offs in 1998.
"It’s going to be difficult down there. We played Barnet in the semi-finals 22 years ago and were 1-0 down going in to the second leg at Layer Road and we won 3-1," he said.
"The game certainly opened up in the second tie and Exeter will come out and they’ve got some very good players.
"So I expect Colchester may have to score tonight to go through, but the 1-0 they are taking there to protect is an excellent result to take down there."

Council leader Jonathan Nunn said: "Firstly I want to thank visitors for their co-operation and support - it’s great that shoppers are so keen to support local.
"Since many shops reopened on Monday 15 June, we’ve seen more and more people coming into the town centre. Retailers are doing a really good job at keeping people safe and we're seeing people queuing at a two-metre distance.”
"However, it’s still worth remembering that things have changed, and roads into town, the car parks, and the shops, may be very busy."
The RSPCA says the rescue "could so easily have ended in tragedy".

Many traders are concerned about plans to pedestrianise a High Street in Northamptonshire permanently.
Daventry High Street is closed to traffic twice a week so regular markets can be held.
The rest of the time, it is a narrow one-way street with a small number of parking bays.
Some traders say it is essential that shoppers are able to park right outside stores - particularly customers who may have mobility problems or who wish to purchase large items.
But other traders have told BBC Radio Northampton that the move might attract shoppers because they would not have to dodge the traffic.
