Restaurants in the West Midlands have claimed more than five million meals under the Eat Out to Help Out scheme, Treasury figures show.
It said 5,050 outlets in the region were signed up to use the scheme as of 27 August 2020.
Diners got a state-backed 50% discount on meals and soft drinks up to £10 each on Mondays, Tuesdays and Wednesdays during August.
The Treasury says restaurants have so far made claims worth more than £29m.
Nationally more than 100 million meals were claimed.
The government has given itself powers to grant emergency planning permission to build temporary lorry parks and inspection posts in 29 council areas across England, without the need for local approval.
Areas affected by the law change - brought about through a statutory instrument, external- include Solihull and Warwickshire.
The government said the lorry parks, which can stay in place until the end of 2025, would contribute to "an orderly transition to the new system of controls to secure the border" and would help to address the impact coronavirus may have had on port operators' ability to provide the necessary infrastructure themselves, in time for the end of the transition period.
Road hauliers are warning the UK is "sleepwalking into a disaster" over its border plans for the end of the Brexit transition period on 31 December.
Coventry City Council says there is a spike in the St Michael's and Lower Stoke areas.

A Warwickshire businessman says a government scheme to create work placements for unemployed young people is unlikely to benefit his firm until later in the year.
Under the Kickstart scheme employers will be paid £1,500 for every 16-24 year old they train, the aim being to help those people build the skills they need to find a job.
But John Nollett, chief executive or Pressmark Pressings, an engineering firm in Atherstone, Warwickshire, said more clarity on the scheme would have enabled him to plan more.
"Getting information has been really difficult and understanding how we go about this has been tough," he said.
"We now have found we have to use an intermediary because we want to take on a few people - we don't want 30 - so there's a lot more to go yet before we start employing these people."
From 10 September e-scooters will be available in Birmingham and Coventry.
