Mia Ayliffe-Chung, 20, was stabbed to death at a workers' hostel in Home Hill, near Townsville, on 23 August.

She said: "All was well until she got to the farm and she started to message me three or four times from the point till just before her death. There was a tone of anxiety in her messages.

Mr Turnbull went on to say an inquiry set up in the wake of Mia's killing had found many overseas workers felt they were being exploited by firms.

He said the inquiry found "serious concerns about the working conditions for backpackers" and the current visa system was "creating an environment where, in some instances, visa-holders are subjected to unresasonable and unlawful demands by unscrupulous businesses and exploitative workforce cultures".

"We are delivering £20m of additional funding for the Fair Work Ombudsman and strengthening its powers to deal with employers who exploit their workers," he said.
