The chief executive of one of Derby's homeless charities says government reforms played a part in a sharp rise in the number of rough sleepers in the city.
Government figures showed there were 37 people sleeping rough in autumn - up from 21 the previous year.
Larry Waller, from the Padley Group, said: "We shouldn't be surprised we're sitting where we are. We've had funding changes, mixed messages coming from central government and the welfare system has changed significantly.
"in 2010, we (Padley) had 12 full-time equivalent members of staff. Now we have six. We're doing the same but with 50% less people. It's a really challenging environment for everyone to be in."
The government has said it is providing £1bn in funding to help achieve its aim of halving rough sleeping by 2022 and eliminating it by 2027.
