Under current legislation, councils cannot refuse applications for these types of licences based on whether the proposed location is inappropriate but this could change.

By adopting the Policing and Crime Act 2009, the district council could bring the location of the proposed sex shop or strip club - among other similar venues - into the debate.

The public would also be heavily consulted as part of these applications.

In a paper for councillors, officers stated the authority was unlikely to approve applications for sex establishments in areas that are predominantly residential or close to sensitive premises such as schools or places of worship.

The Policing and Crime Act, which came into force in April 2010, reclassified lap dancing clubs and similar locations as sexual entertainment venues - which gave local authorities further powers to regulate them.

The authority will discuss the changes at a meeting of its environmental and development services committee on Thursday.
