These pictures reveal the extent of conditions eight people from six different families lived in when crammed into one three-bedroomed house, a council said.
North West Leicestershire District Council said some of the tenants in the Coalville property had to live in the loft with a collapsible ladder the only means of escape.
The council prosecuted David Sansom, 53, of Waterworks Road, Coalville last month, after he turned a home into a house in multiple occupancy (HMO) without being licensed.
He appeared at Leicester Magistrates' Court on 19 September, where he pleaded guilty to one charge of not having an HMO licence and seven of failing to comply with housing regulations.
He was ordered to pa £1,160 in fines, £1,911 in legal costs and a £30 victim surcharge.
The council said that in his defence, Samson hadn’t realised so many people would move in to each of the rooms as he rented them out and that work was planned to improve living conditions in the home.
