Leicestershire Police's chief constable has said new pension plans would cause the force to lose enough funding for 180 officers.
The government wants forces to increase the amount they contribute to officers' pensions.
Chief Constable Simon Cole said: "The problem for Leicestershire is that in the first year that will be about £2.5m and in the second year that will be over £5.5m
“That’s the equivalent to losing around 180 police officers, which is about a tenth of the strength that we have.”

With exactly two months until Christmas Eve, decorations are being put up in Leicester city centre.
The illuminations, which feature a 15m tree by the Clock Tower, a 4m fir in the Market Square and 16,000 lamps, will take around four weeks to install, ahead of the switch-on next month.
The city council said it's spent an extra £50,000 updating its stock of decorations and replacing worn-out fixtures and fittings.
The extra funding means there will be a brand new look for Church Gate and Loseby Lane this year and, for the first time, there will be decorations on St Martins and Hotel Street, the authority said.

Rob Nash, from the association said: "We're trying to stop people sending them in but it's like trying to stop a runaway train.
"We've made well over 40 so far and have handed smaller ones out to 37 shops and hanged one made of 2,500 poppies on the Market Hall."
The biggest part of the project will be two cascades draped from either end of Chesterfield Town Hall, each made up of 10,000 poppies and measuring 8m x 6m, which will be installed on 3 November.

A winding up order's been made for the Derby apprenticeship firm 3aaa at London's High Court, meaning its assets can be sold and funds paid to people owed money.
The order was made in Companies Court in London today and comes after the Education and Skills Funding Agency pulled £2m of funding from the apprenticeship firm 3aaa earlier this month.
The Department for Education, which called in the police, says serious wrong-doing was found and it had to take action.
The company's collapse has led to more than 3,000 apprentice training places and 500 jobs being lost.
The winding up order also, known as compulsory liquidation, is made when a firm can't pay its debts.
The office of the Official Receiver will now start visiting the firm's sites.
