Derby City Council says it has been left with a "burden" of child asylum seekers who were left in their care after being wrongly assessed as adults.
An accommodation centre for adults seeking asylum opened in Derby in February - one of nine initial accommodation centres nationally - but 17 people sent there were under 18.
The authority said it could cost £600,000 a year to take the children into social care, which "was not anticipated".
The government said it has "robust processes" to handle age dispute cases.
Council leader, Chris Poulter, said they were not warned of the "extra burden" they would face when the centre opened or potential issues with age assessments.
"Adult and children's social care budgets are already under significant pressures, so any level of increase in responsibilities and resources needed is a serious concern to us," he said.
The city council said it is still waiting for a response from the Home Office to their request for extra cash.

Mountain rescuers spent four hours carrying a woman on a stretcher after she broke her ankle in Kinder Scout yesterday.
Members of Kinder, Buxton and Edale rescue teams worked together to move the woman from a remote area in Crowden Head after low visibility prevented a coastguard helicopter landing.
The injured woman, who was with nine other adults and three children, had been kept warm by a passing walker who offered up his tent and sleeping bag.
She was eventually loaded into a waiting ambulance at Upper Booth. Rescuers also helped walk the rest of her party to safety.

A couple from Alfreton got a big surprise when they discovered a raccoon stuck between their shed and greenhouse.
Gordon Skelton and his wife Joan were alerted to the stripy-tailed animal by a neighbour and helped to keep it calm while they waited for RSPCA inspectors to arrive.
The animal charity said it was likely to have been an escaped exotic pet.
Mr Skelton said: “I have only ever seen them on television or in books and certainly not something I would expect to come across in Derbyshire.
"We called the RSPCA who told us to keep an eye on him from a safe distance until an inspector arrived. He was a lovely creature and seemed happy enough."
Raccoons are on the EU's list of invasive alien species, due to the risk they pose to native wildlife. There are strict restrictions on keeping them and they can no longer be legally bred or sold.
The RSPCA said it was now trying to trace the owner of the raccoon.
The offences, which took place between 2016 and 2017, relate to businesses in Carlisle and Penrith.

Parents who want to delay their child's first year of school have varying success rates depending on where they live, a BBC investigation has found.
Thousands of families in England with summer-born babies are applying each year amid fears younger children do not perform as well as older classmates.
But while some councils have approved 100% of requests, others have turned down more than half.
Nottingham City Council had rejected more than half of the 17 requests made over the last two years while Nottinghamshire County Council did not refuse any of the 138 requests.
Leicester City Council approved all four requests while Leicestershire approved all but eight of the 78 applications.
In Derby only three of the 24 requests were turned down while Derbyshire rejected only five of the 87 applications.
Rutland allowed all nine of the requests.
Campaigners said a consistent approach was needed across the country.
