The shooting of a falcon near Ipplepen is "incredibly hard to investigate" as often there are no witnesses, police have said.
Cornwall’s police wildlife crime officer Josh Marshall said: "It is clear that someone in the local community will hold the key to what has taken place.
“This peregrine falcon will have been shot by someone having a clear motive to destroy this rare bird of prey.
"The community in this area need to be aware of this incident and every effort should be made to bring the offender to justice."
The Friends of the Edward Hain Hospital in St Ives have said if the hospital's not reopened soon it risks being gone forever.
Managers have said £650,000 is needed to make the building safe, and there's no guarantee the NHS will come up with the money, meaning local people may need to foot the bill themselves.
The chair of friends Chris Cocklin has told BBC Radio Cornwall up to £400,000 is held in trusts and bonds and they will do all it takes to make sure inpatient beds at the community hospital in the town reopens.

Financial pressures are mounting at Britain's first new metals mine for a generation, which is just outside Plymouth.
Wolf Minerals, which runs the new tungsten mine at Hemerdon, has had to suspend trading of its shares on the Australian stock exchange over concerns about cash flow.
The mine is still working and industry watchers believe it should be able to sort its finances out because the outlook for tungsten is good.
But local MP Gary Streeter says it's crucial that it gets an extension to its planning consent.
He's worried that if Wolf were forced to mothball the mine, it could end up being sold on to a less sympathetic operator.
