A plan for two Devon councils to set up a company to run their services is likely to be scrapped, the BBC understands.
A working group of councillors from South Hams and West Devon are recommending that they should not move forward with the proposal.
They say extra costs in the early years would take too long to pay back which would be too much of a risk.
The leader of South Hams District Council John Tucker said the process so far is likely to have cost at least £100,000.
