We found 21 dogs squashed together in five metal cages, with six others running loose in just one room. It was a miserable existence and no way for animals to live."

As a result he created a document entitled 'Ringing 999 for an ambulance: Guide for Education' which was sent to all Cornwall schools in September.

When asked if he knew it had been implemented in schools, he said "I don't know. It has been sent."
