    People who get into trouble in the sea should "fight their instincts around water", the RNLI says.

    Steve Instance, RNLI community safety partner for the South West, said a "national conversation" was needed about how to deal with such a situation.

    His advice comes as new figures from the charity show August is the worst month for coastal water deaths in the South West, with 26 during that month over the past five years.

    The charity added that less than one fifth of people in the UK said they would call 999 immediately to ask for help if they saw someone fall into open water.

    Steve said: "If you fall into cold water, fight your instincts to swim hard or thrash about as this could lead to drowning.

    "Instead, relax and float on your back, keeping your airway clear, for around 60-90 seconds. This will allow the effects of cold water shock to pass so you can regain control of your breathing and then swim to safety or call for help."

  5. Cornwall roads £5m investment 'to ensure better longevity'published at 17:25 British Summer Time 1 August 2017

    Cornwall is getting £5m for "targeted repair works" at 53 sites on roads in the county, the Department for Transport said.

    Cornwall Council said areas to benefit would include:

    • Bodmin
    • Bude
    • Camborne and Redruth
    • Camelford
    • Falmouth and Penryn
    • Hayle and St Ives
    • Launceston
    • Penzance
    • St Agnes and Perranporth
    • Truro and the Roseland
    • Wadebridge and Padstow

    Council head of highways Andy Stevenson said: "This funding will see maintenance programmes, renewal of the carriageway, footways or cycleways and improved drainage. It’s an investment in ensuring our roads have better longevity."

    The money is part of £20m announced today for the wider South West.

    A World War One soldier's jacket bought in a second-hand shop in Hampshire has been returned to his family.

    Sue Allan, who purchased the item in the 1990s, found the name Edward Momber inside and decided to trace the soldier's relatives.

    Experts tracked down his niece, 96-year-old Diana Momber, who lives in Plymouth.

    She said she was very proud of her uncle and would like the story to act as a reminder of the sacrifices of war.

    Campaigners who fought for a memorial to a World War One heroine say they are annoyed after finding out that the inscription faces removal.

    The name of Kitty Trevelyan, who left her Dartmoor home aged 17 to join the war, was added to the memorial at Meavy in February.

    But Dartmoor National Park Authority (DNPA) said it was the wrong font, "not very sympathetic", and no permission had been given.

    Sue Robinson of Wenches in Trenches, which campaigned for the inscription, said: "We did everything we should have and put notices up and the parish council gave us the go ahead."

    DNPA said the inscription required planning permission because the memorial was a scheduled ancient monument.

    It said in a statement that Burrator Parish Council "went ahead and added the name... without letting us or the War Memorials Trust know of their intention, or it would appear consulting the local residents or family members".

    The parish council could not be reached for a comment but said in a statement on its Facebook page: "Hope is emerging that a compromise can be found" and councillors have "pledged to help".

  8. Murder conviction over missing Hastings man's deathpublished at 16:43 British Summer Time 1 August 2017

    A man has been found guilty of murdering Karl Bunster, 37, from Hastings.

    Mr Bunster was last seen in Mann Street in the town on 17 December 2015 and his body has not been found.

    Ben Walton, 49, of Cowick Hill, Exeter, Devon was found guilty of murder and perverting the course of justice.

    Stacey McClymont, 29, of the same address was acquitted of murder but convicted of perverting the course of justice.

    Both will be sentenced at Croydon Crown Court on Wednesday.

    Health commissioners have denied that West Cornwall Hospital is to be downgraded.

    Former local Liberal Democrat MP Andrew George raised concerns over the hospital in Penzance being reclassified down from an urgent care centre to a minor injuries unit (MIU).

    The Royal Cornwall Hospital's Trust said that such suggestions were "wrong"

    Services commissioning group NHS Kernow admitted that the term MIU was used in recent board papers as a generic term, but said there was and there will be no reclassification or change to the NHS service in west Cornwall.

    Nearly 27,000 new homes have been proposed as part of the Plymouth City, West Devon and South Hams councils' joint local plan.

    It's taken five years to put together and focuses on how the cities, towns and villages in the area will look in years to come.

    About 19,000 homes will be within the Plymouth policy area, and 6,500 will be deemed affordable.

    Some 411 knives and bladed items handed in to police during a knife amnesty last month "can no longer cause harm", Devon and Cornwall Police say, external.

    In Cornwall, 68 items were handed in at police enquiry offices in Camborne, Bodmin, St Austell and Truro.

    In Devon, officers saw:

    • 140 items surrendered in Barnstaple from North Devon
    • 92 in Plymouth
    • 15 in Exeter
    • 96 in South Devon

    Police said: "The variety of knives is extraordinary – from illegal lock knives to kukri-type knives; from samurai-style swords to old-fashioned concealed sword sticks, along with a random assortment of kitchen knives and cleavers."

    An all-female crew is to sail around Britain to highlight the problem of ocean litter.

    They include scientists, students, artists, filmmakers, businesswomen, psychologists and environmentalists, as well as experienced sailors.

    The women will leave Plymouth on 8 August to circumnavigate Britain, returning to the Devon city on 5 September to underline the impact of single-use plastics.

    A former UKIP general election candidate in Devon has appeared in court today charged with manslaughter.

    Keith Crawford, a landlord and property manager, is accused of unlawfully killing Peter Clements in January 2015 in Exeter.

    Mr Crawford, 73, of Pocombe Bridge, Exeter, denied the allegation when he appeared before Exeter Magistrates Court today.

    The former soldier was a candidate for UKIP in Exeter for the 2010 and 2015 elections.

    Mr Crawford was bailed and will appear before a judge at Exeter Crown Court early next month.

    Mr Clements died following an incident involving some excavation pipe work.

    Suggestions that West Cornwall Hospital is to be downgraded to a minor injuries unit are "wrong", the Royal Cornwall Hospital's Trust says.

    The former Liberal Democrat MP for the area, Andrew George, has raised concerns over the hospital in Penzance being reclassified.

    Trust Chief Executive Kathy Byrne said the trust was investing money in the hospital, not taking it away, as well as developing services and the hospital's urgent care centre further.

    Firefighters have dealt with a van catching fire on the A38 in Cornwall.

    One crew was called to the scene on the dual carriageway near Trerulefoot late on Tuesday morning.

    There were no reports of any injuries.
