Anthony and Margaret Allen, parents of Charles and Robert, have paid tribute saying: "Our sons were happy, kind, intelligent, loving brothers and we are in a state of shock at what has happened.
"We are living a nightmare that you would never want to happen to anyone.
"We are praying Robert is located so that we can say goodbye to our sons together.

"Charles was a hard-working loving son and Robert was an associate of Bath University, specialising in 3D printing.
"They both loved being part of our large family and had recently become uncles. They took their fishing seriously and would study timetables and forecasts before venturing out.
"They were experienced fisherman but a freak accident has changed our lives forever and it is difficult to find words to explain our pain.
"We would like to thank all of the rescue teams involved in the recovery of Charles and the ongoing search for Robert.
"We ask that our privacy is respected at this difficult time."

Two brothers who were swept into the sea while fishing off rocks in Cornwall have been named as Charles Allen and Dr Robert Allen from Bristol.
Emergency services were called to the incident at Treyarnon Bay near Padstow about 15:00 on Monday.
Devon and Cornwall Police say Charles Allen, 21, was located in the water and airlifted to Royal Cornwall Hospital but later died.
Dr Robert Allen, 30, has not yet been located despite extensive searches by HM Coastguard rescue teams and RNLI Lifeboats, with assistance from police.
The brothers were holidaying with family in Cornwall when the incident happened and had been fishing many times before.

The medical school research team identified threats posed to occupants of seaside towns, including from climate change and rising property prices, partly fuelled by high levels of tourism.

Roy Curtis's shot, titled Surfing into the Wind, was taken in Newquay and won the people and recreation section in the competition run by the Shipwrecked Mariners' Society.

The University of Exeter has been named as one of the top 200 universities in world, according to the Times Higher Education's latest league table.
Exeter comes in at number 130 - down four places on last year.
The rankings, which include 1,000 universities around the world, rank institutions on 12 measures grouped into five areas: teaching, research, citations, international outlook and industry income.

Police in Newton Abbot are hunting rogue traders after two incidents targeting "vulnerable" elderly householders.
Officers said, external people in their 80s and 90s were pressurised into "paying an extortionate amount for work", including roofing and guttering, in incidents on 30 August in Halcyon Way and 31 August on Templers Road.
Officers added that one person was also a victim of theft.
Det Con Jon Aggett, of Devon and Cornwall Police, said: "At no time should you agree to have work undertaken by a cold caller. Any tradesmen worth his weight in salt will always quote for work and would never pressurise a person for cash on the spot."

The death of a 21-year-old angler and another going missing when they were swept off rocks into the sea in north Cornwall has been described as an "unimaginable tragedy" by coastguards.
The alarm was raised on Monday afternoon when two people were reported in the water west of Treyarnon Bay, near Padstow.
Lifeguards recovered one man and he was airlifted to the Royal Cornwall Hospital, Treliske, but died on arrival. A search for the other man it resumed at first light on Tuesday, but was later called off.
James Instance, of the Maritime and Coastguard Agency in Cornwall, said: "It is an unfortunately bleak and stark reminder of quite how powerful the sea is and how things can happen incredibly quickly."
He added that "huge numbers of people not intending to go into the water in the first place" get "caught out in appalling circumstances".

South West Water says supplies have been restored "for the vast majority of customers" in the Helston and Lizard area after a mains burst this morning.
It said that some customers might experience discoloured water, but they were advised to "run the cold kitchen tap until it clears".
It added that, as a precaution, it had "also delivered alternative water supplies to customers and are deploying water bowsers at various locations around Helston, along with bottle water and a tanker at the Culdrose Community Centre".

A hedgehog found in Wadebridge and thought to have been doused with lighter fluid was "looking very forlorn" when it was discovered, a councillor says.
The female animal was found in a puddle on Sunday morning in Jubilee Park with disposable lighters strewn around. She was taken to vets but they could not save the animal and she died later that morning.
Town councillor Philip Mitchell found the animal and took her to Prickles and Paws.
Diane South, from the charity at Cubert, said she gave the hedgehog fluids to try to flush through any poisonous liquid but the animal "deteriorated very quickly" and died.
Police and the RSPCA are investigating.

Some of St Ives' small business owners say they're losing trade because of a lack of cash machines in the town centre.
Two high street banks, HSBC and Lloyds, closed earlier in the year, taking their ATMs with them.
It's claimed people are finding it hard to draw out money at peak times, plus shopkeepers cannot hold enough change to deal with £50 notes which are often being dispensed from other machines in the area.
Sharon Livermore, who runs St Eia Cabin newsagents by the harbourside, said not being able to give change often meant customers walked away.
Plans to build an innovation centre in Porthleven's shipyard have prompted a concerned local resident to write an open letter to the developer.
John Boyle has urged the Porthleven Harbour and Docks Company to rethink proposals for the building, which would include work units for up to 70 people, an internet cafe, bus shelter, showers and public toilets.
Mr Boyle said he believed it was the wrong location for such a development because it would not leave room for fishing and leisure boats to be stored in the yard.
Company owner Trevor Osborne said if anyone wanted to lay up a boat in the shipyard "then I will make provision for it".
In Budleigh Salterton, there are reports of a collision on Coastguard Road, near Salting Hill by the War Memorial.
