  3. Great Western split analysis: Train and track together?published at 10:22 Greenwich Mean Time 29 November 2017

    Richard Westcott
    Transport correspondent

Great Western, the rail franchise that runs the majority of services in Devon and Cornwall, could be split up under new government proposals.

    Rail station

I have never met anyone in the rail industry - either pro or anti-privatisation - who thinks it was a good idea to split up who runs the trains and who runs the track and signals. But that is what we have got.

Since the 1990s, there have been plenty of stories about Network Rail teams arguing with train company teams about who should fix a problem and who should pay - causing plenty of unnecessary delays.

Now, the government has said it will change things to create joint teams - with one boss, public and private working together, to solve problems on the line.

The biggest experiment will be on the East Coast mainline, where Virgin-Stagecoach is struggling to make money and has become frustrated with the physical state of the line.

A new public-private partnership is being set up to run the train and tracks together.

But we have no idea yet how it will work, who will pay for things, or when passengers might feel the benefit.

PC Marie Gorfin, of Devon and Cornwall Police, added: "The home would have to had to been taken by a specific low loader trailer that is capable of taking a caravan of this size and by someone that knew what they were doing.

"This is a very high-value and emotive crime as victim is now homeless and clearly distraught."

    food bank

Food banks in Devon and Cornwall have warned this could be their busiest Christmas on record after new figures suggested more people needed emergency food parcels last December than any other time of the year.

New figures from The Trussell Trust showed that, nationally, there was a 47% increase in the number of emergency food parcels handed out last December.

In response, Devon and Cornwall Food Action has extended its opening hours for food collections.

The group said: "We often see an increase in demand during the winter months, as many of those who need our help face additional demands on their limited budgets for warmth and winter clothing.

"This year, we are also facing worries about the roll-out of Universal Credit and the impact this will have on benefits."

The plan forms part of a wider rail strategy under which the government will consider splitting up two of the biggest train operators.

This would allow the national quarry firm Aggregate Industries to work in the Tamar Area of Outstanding Natural Beauty, external.

Cornwall Council has approved the scheme despite objections from Devon County Council, the Woodland Trust and residents.
