    Labour is calling for Plymouth to be a "world leader" and ban single use plastics like cups and cutlery by 2020.

    Councillors say the city should live up to its title as Britain's Ocean City and protect sealife.

    They want an "immediate" start to phasing out the council’s use of single use plastics and vows to work with the local firms and community groups to get Plastic Free accreditation.

    Plymouth Labour group leader Councillor Tudor Evans said: “As Blue Planet has made clear, we have no time to lose in tackling the rising tide of plastic in our ocean world. Let’s do what we can locally, as soon as we can."

    A dog mauled to death in Greater Manchester last November has been remembered in a series of walks across the country, including one at Cardinham Woods in Cornwall.

    All the dogs on the walk, which was organised by the Cornwall and Devon Beagles group on Facebook, wore rainbow colours in memory of Chester.

    Two animals were seized, external by officers under the Dangerous Dogs Act after the attack in Eccles, Salford.

    The owner was also interviewed after he attended a police station voluntarily in the week after the incident.

    Dozens of dogs attended the main memorial walk, which was organised by the Merseyside Beagle Club, at Marbury Country Park, Cheshire.

    Chester's owners Jennifer and Gary Thornley were also there with the dog walker who was with him the day he died, Janet Payne.

    The woman, from Dawlish, was arrested in Torbay on suspicion of driving under the influence of alcohol on Sunday night and remains in police custody, officers confirmed.

    Sgt Harry Tangye tweeted that the breathalyser showed 200 microgrammes of alcohol per 100 millilitres of blood, the highest that the breathalyser goes.

    A Cornish charity that rescues and treats underweight ponies from Bodmin Moor and Dartmoor says its future is in doubt unless it can find new pastures and stables.

    The Shires Holt Horse Sanctuary near Camelford says the end of its lease for its yard and grazing land means it doesn't have enough land or anywhere to house sick ponies.

    Pip Lovelock, from the sanctuary, said: "We are looking for a stable yard of about 10-20 acres for a long-term base and we are also looking for additional smallholders with a small amount of land that they would like to have grazed."

    A third UKIP front bencher has resigned over Henry Bolton's refusal to stand down as leader.

    Earlier, Margot Parker stood down as the party's deputy leader after UKIP's immigration spokesman, John Bickley, quit.

    Mr Bolton is under fire over texts sent by his former girlfriend.

    William Dartmouth, an MEP for South West England, has sent a letter to Mr Bolton explaining why he is resigning.

    The devastation caused by explosions at a bungalow in Cornwall can be clearly seen in this picture from a neighbour.

    The bungalow at Carnkie near Helston was partially destroyed and neighbouring properties were damaged.

    A man, named locally as Mike Coddington, was injured in the blast which is thought to have been caused by exploding gas cylinders.

    Mr Coddington's condition is not known.

    Explosions which destroyed a bungalow were caused by gas cylinders a neighbour has said.

    "I thought it was a thunderbolt," said Penny Eddy after the explosions at Carnkie near Helston early this morning.

    A man was pulled from the rubble of the devastated bungalow. His condition is not yet known.

    "My lounge and dining room had holes in the ceiling," said Mrs Eddy.

    "We went into the kitchen and there was water everywhere.

    "It's an awful situation."

    Her garden was pockmarked with embedded roof tiles from the bungalow.

    "We were lucky no-one was hit," she said.

    Police have launched an investigation after a 26-year-old man was found dead in Plymouth.

    Officers said the man was found in an "unresponsive state" at an address in North Road East at about 18:00 on Sunday.

    The man, who has not yet been named, was declared dead at the scene.

    A detailed post-mortem report is being prepared for the coroner.

    Residents of Carnkie, near Helston, Cornwall, were woken by an explosion in a bungalow this morning.

    Neighbour Brian Kneebone said: “We just heard a very loud bang and got out of the bed and looked out of the bedroom window and we saw flames from the bungalow.

    “What used to be my daughter’s bedroom, the window was broken. I’ve got to scrape up the glass from the garden at the minute.

    "Neighbours from the adjoining bungalow, which is part of the same building, apparently they were in the bed and the wardrobe blew in on them because the wall between the two bungalows gave way.

    “They’re ok, they’re staying with another neighbour overnight at the moment."

    One man is injured, but his condition is not known.

    Residents said explosions which injured a man as they ripped off the side of a bungalow were "like an earthquake".

    Residents of Carnkie near Helston in Cornwall were woken by the blast at about 01:00.

    The injured man was trapped under rubble after a first explosion hit the bungalow and a second soon after spread debris up to 200m away, said witnesses.

    The injured man's condition is not known.

    If you want a disabled parking bay in a residential area it'll cost you £40 in Plymouth - but across the Tamar it'll cost you nearly £4,000.

    Conservative councillor Richard Pears said: "It's completely extortionate. The next most expensive area we could find in the country is Leicester which is charging £100.

    "Yet in Cornwall, one of the most deprived areas of the country we are charging £3,800."

    Cornwall Council says the bill is for things like traffic regulation orders, advertising, public consultation and painting the new bay on the road.
