    Shares in Exeter-based Flybe have soared by more than a fifth after the owner of London Southend Airport said it was weighing a potential swoop for the regional airline.

    Flybe - which operates daily to Jersey and Guernsey - was up 24% in afternoon trading on the London Stock Exchange, with Stobart Group eyeing a tie-up as it searches out "alternative structures" for its airline and leasing business.

    Stobart Group, which spans infrastructure, energy and aviation, said one option was to take a "non-controlling interest in a vehicle to acquire 100% of Flybe".

    However, it cautioned that there was no guarantee a firm offer will be made.

    A man has been arrested on suspicion of attempted murder after a stabbing in Plymouth, Devon and Cornwall Police have said.

    He is in police custody.

    Emergency services were called at about 12:00 to reports of a stabbing in Notte Street.

    A female victim was taken to Derriford Hospital with "serious injuries", police added.

    People who need or provide care in Cornwall are being asked for their views on proposed changes to three of the council's key adult social care policies.

    Its draft "Usual Maximum Price and Inflation Policy" sets out the amount the council would normally pay suppliers for different types of social care services, such as supported living, residential care and respite.

    The draft "Adult Social Care Charging Policy" deals with its approach to collecting contributions when relatives are asked to help pay for care, if the service user wishes to choose a more expensive provision.

    When the consultation ends on 12 March, the three policies will be put before the cabinet for approval.

    Rob Rotchell, Cornwall Council's cabinet member for adults said with more people relying on some form of social care, the proposed changes will help to develop a "fair and transparent" system of charging.

    "We would like to know if the changes we are proposing to make to the policies are right... and would like to hear from anyone with an interest in care services," he said.

    A police helicopter and dog unit are searching for a suspect who stabbed and seriously injured a woman in Plymouth earlier.

    The victim has been taken to the city's Derriford Hospital, but police say her injuries are not thought to be life threatening.

    Emergency services were called to Notte Street at about 12:00 and the surrounding area has been cordoned off, with some roads closed.

    A police spokesperson said the incident is not thought to be linked to another stabbing in Plymouth on Wednesday, near the railway station.

    Cornwall Council is calling on the public to report incidents of roadside littering.

    The authority said it will clamp down on people who drop rubbish from car windows, an offence that carries an £80 fine, rising to £150 later this year.

    Sue James, cabinet member at Cornwall Council, said: "It is only when those that litter believe they will get caught that this anti-social behaviour will reduce."

    A stabbing has taken place in the Barbican area of Plymouth.

    Emergency services were called to Notte Street at about 12:00 to reports of the attack.

    Police are still looking for the suspect.

    Paramedics are still with the victim, who is believed to be known to the offender.

    Hundreds of bags of rubbish have been cleared from the A38 Parkway near Plymouth.

    Last week, a crew from the city council's cleansing department collected more than 1.3 tonnes of waste from a four-mile stretch between Plympton Hill and Manadon roundabout, including ladders, cones, a roof box and six bottles of urine.

    In total, the council is responsible for eight miles of the road from Plympton Hill to the Tamar Bridge, including 18 slipways and six lay-bys and cleaning crews will be out for the next five Friday nights, at a cost of £2,200 per night.

    Drivers caught dropping litter can be fined up to £2,500 and fly-tippers could face custodial sentences.

    A mental health charity in Exeter and East Devon has announced it will be closing due to "financial difficulties".

    Mind was founded in the areas in 1996 and currently supports about 70 clients through its social care and victim care services.

    The charity employs 16 members of staff - all of whom are facing redundancy - and five volunteers.

    Ruth Wells, CEO of Mind in Exeter and East Devon says she is "heartbroken".

    "I don't have the words to express my sadness that we have not been able to find a solution to our financial difficulties.

    "My priority over the next few weeks will be to work with our partners to ensure clients are not left without services and that our fantastic staff team can find alternative employment."

    The branch is due to close before the end of March.

    Officers have renewed an appeal for witnesses after a man died in a crash on the A30 10 days ago.

    Robert Duval, 60, was killed when his car hit a lorry head-on at Upottery on 13 February.

    His family, from Hinton St George in Somerset, said he was "a much loved husband, father, brother and son".

    Police are continuing to investigate the crash and would like any witnesses to come forward.

    PC Lucy Tyler-Jones of the Serious Collisions Investigation Team said: “We are particularly appealing to the driver of a silver/metal tanker or tipper heavy goods lorry which was travelling towards Honiton in a line of lorries around the time of the incident.

    “This vehicle was not directly involved in the collision, however, may have footage that would be helpful to our investigation.”

    Anyone with information is being asked to contact Devon and Cornwall Police via 101.
