Camborne Town Council's finance committee has refused to change the decision to not give a grant to help a day centre in the town stay open.
It was a setback to the Friends of the Donald Thomas Day Centre group which has been told the centre is losing too much money and must close by the end of March.
Jean Charman, the chair of the trustees who made the closure decision, addressed campaigners after a meeting on Thursday.
She said: "There are options you've got where you can sort of work independently in the Donald Thomas Centre. We would only ask for peppercorn rent - that's all we would ask."
Campaigners said it was "hopeful" after these comments but still "disappointed" about the committee's decision to not reverse their decision on giving the day centre a grant to keep it open.

Truro City goalkeeper Tom McHale says the club are hoping for a repeat of the performance they put in against National League South leaders Dartford when the two sides meet on Saturday.
The White Tigers scored three times in the opening 20 minutes when they beat the Londoners 3-1 in November.
City have won just once since New Year's Day and are currently seventh in the table.
"When they came down here we did play them off the park, it was probably one of our best performances of the season," McHale told BBC Radio Cornwall.
"Hopefully we can have a repeat on that on Saturday and hopefully in the long run we don't let ourselves down with any more results like we've had in the past two weeks."
Cornish Pirates coach Alan Paver is hopeful the club will be able to host their first game in almost two months.

A woman in Hayle still has a hole outside her house eight years after a leaking pipe caused the road to collapse, while responsibility for the pipe is disputed.
In 2012, workmen dug up the highway to show that it was full of water from an old broken cast iron pipe and a broken sewer causing the nearby house to subside.
Owner Mel Sheridan says she has been fighting to get the water authority and the council to divert the pipe but "neither will accept responsibility for it".
"Without me fighting this, they're going to leave this cast iron pipe that's got a high charge of water flowing through it, 24 hours a day. They're going to leave this under these properties and just let this happen to somebody else all over again."
South West Water says the cast iron pipe has never been part of its network whilst Cornwall Council says it is not responsible for the water pipe in question.
