  5. Torbay children's 'inadequate' care services gets worsepublished at 08:32 British Summer Time 9 April 2018

    Jenny Kumah
    Daily and Sunday Politics reporter

A damning report says the quality of services for some children looked after in Torbay has declined since the last inspection two years ago, when it was rated inadequate.

The Ofsted report, external said: "Despite a long-standing commitment in the senior leadership team to address this deterioration and improve services, positive changes that improve outcomes for children are not yet having sufficient impact.

"In some areas of children’s services seen on this visit, the lack of challenge to poor practice is entrenched in the culture.

"Progress in implementing the necessary infrastructure and framework to improving social work practice for children on the edge of care and children looked after has been far too slow."

Earlier this month Plymouth City Council was brought into run the service and opposition Liberal Democrats say the government could now make that permanent.

    Quote Message

I was shocked and extremely angry because this is a journey Torbay [Council] has been on for years and it feels like we're going into reverse rather than actually improving lives for some of the most vulnerable children in Torbay."

    BBC Spotlight

    Cows

Farmers across the South West say the wettest March for a decade is continuing to have a severe impact on their livestock and crops.

Cattle which should have been out grazing weeks ago are still indoors because the fields are too wet, and crops such as spring barley cannot be planted.

Some farmers say they are running out of animal feed and bedding straw is in short supply.

    James Cossins

James Cossins, chairman of the National Farmers' Union in Dorset, said: "All the farming activities, we're about three to four weeks behind.

"None of our milking cows are yet outside, so we're having to use feed that is running fairly short. We're also fairly short of bedding straw."

    Jenny Kumah
    Daily and Sunday Politics reporter

A report on Torbay's declining children's services, external criticises the department for poor attention to the basic healthcare needs of children, with only 62% of them seeing a dentist in the last year.

It comes two years after Ofsted inspectors said services were inadequate. It now says:

    • Some children remain exposed to risk for prolonged periods of time before action is taken to protect them.
    • Inspectors seem to blame the department's culture - with social workers being resistant to having poor performance challenged.
    • Inspectors say this is a major issue in the lack of progress made since a full inspection two years ago when the service was found to be inadequate.

Torbay Council is yet to respond.
