Wake Up To Money
Tim Jeans, chair of Newquay Airport, told BBC Radio 5's Wake Up to Money, that the government's Brexit paper for the aviation industry made "grim reading".
He said: "The amount of bureaucracy that airlines... and even individuals have to embark on is labyrinthine in its complexity. It does look as if the EU is going to take a hard line".
The government is publishing a series of papers on the impact on industry for a "no deal" Brexit and on Monday said there could be disruption to air travel.

Fears that Exeter's fragile transport network will be unable to cope with a new retail park on land at Devon and Cornwall Police's Middlemoor HQ have led to planners recommended it be refused.
An eight-acre plot of land is set to be turned into eight new retail units, along with three food and drink restaurants with drive-through facilities, and a gym is also proposed along with 417 car park spaces and toilet facilities.
The application has been submitted by Hammerson, one of Europe's largest retail property developers and the Office of the Police and Crime Commissioner, and, if approved, the development would help fund a new criminal justice centre and police hub that is currently being built at Middlemoor.
But Exeter City Council planners are being recommended to refuse the application as the proposed access to the site will result in a severe impact on the local highway network in terms of its capacity and safety.
A transport statement submitted by the applicants said that, in transport terms, there are no significant impacts, let alone "severe" impacts'.
The city council's planning committee meets on 1 October to consider the application.

Poldark fans have been excitedly capturing shots of the stars filming series five of the hit drama on Holywell Bay in blustery conditions.
Eleanor Tomlinson was seen wrapped up in a thick dressing gown in wind of reportedly 40mph and sand being "whipped up in faces".
Chris Barnard who runs Poldark Tours Cornwall, external pictured Harry Richardson who plays Drake Carne huddled on a rock with his phone waiting to go on camera.
He was escorting a group of thrilled Americans.
A large section of the beach was cordoned off for filming and 20 to 30 fans turned up to watch, Mr Barnard said.
Last week the crew were pictured filming at Charlestown near St Austell.
Series five, the final of the BBC drama, made by Mammoth Screen, is expected to be aired next year.

The railway between Axminster and Crewkerne has reopened after a nine-day closure which allowed two 550-tonne underground culverts to be installed.
Network Rail installed the structures on sites at Axe Farm and Broom Lane in the Axe Valley as part of a £9.5m investment to reduce the likelihood of flooding from a one in five year risk to a one-in-20-year risk.
It added the work would "improve resilience of the railway through Devon".
Work on the scheme began in May, with the it set to be fully completed in December.

A Devon NHS trust boss has said he is confident it will improve before the next time inspectors visit.
The Northern Devon Healthcare NHS Trust, which runs North Devon District Hospital, was rated as "requiring improvement" by the Care Quality Commission, which inspected the trust in October 2017.
A follow-up inspection in July showed that there had been some progress, but Professor Ted Baker, chief inspector of England's hospitals, said: "It is clear that further work needs to be completed."
Chief nurse at Northern Devon Healthcare NHS Trust, Darryn Allcorn, told Devon County Council's Health and Adult Care Scrutiny Committee last week that they had made improvements since the CQC inspection, although more work needed to be done and that changes had to be long-term.
The committee heard some areas where the trust must take action included ensuring cleanliness of the emergency department and addressing mandatory staff training compliance in the maternity unit and across the trust for safeguarding and resuscitation.
It must also ensure the chemotherapy and day treatment unit has the staff to deliver a safe and effective service.
The public is warned not to corner the creature but to call police.

Poldark's Aidan Turner has won a Stage Debut Award for his performance in The Lieutenant of Inishmore.
The star of the Cornwall-based television drama won the best West End debut award, beating Breaking Bad actor Bryan Cranston and Diversity's Ashley Banjo.
Turner played a terrorist deemed too violent to be a member of the IRA. One critic described him as a "revelation".
The actor thanked director Michael Grandage in his speech, calling the role "one of the most incredible jobs I've ever worked on".
He took a break from filming the fifth series of Poldark to accept the award.
The fifth season of Poldark will be the series' last, the BBC confirmed last month.
A group of breast cancer survivors have "bared all" to show "you can have a great life after cancer".
The nine women, who met at Bosom Pals' support group, performed a routine in underwear at Friday's Dare to Bare Ball in Plymouth, with a brief topless finale.
Many of the women, who are aged from their 40s to their 70s, have had mastectomies and other breast surgery.
The event raised more than £12,000 for the Primrose Foundation, external, which provides funding for local breast cancer services.

The mountain-dwelling goat-antelope is believed to be in Clennan Woods.
Devon and Cornwall Police said the horned beast "could be a danger to the public if startled" and has asked people to call 999 immediately if it is spotted.

Evening bus services between Brixham and Kingswear are being suspended because of a shortage of drivers.
Community bus company Ourbus is withdrawing its service from Tuesday after failing to attract new volunteer drivers.
The services affected are the 17E and 18E.
The company has appealed for volunteers to a join a pool of drivers to keep the service running.

Several businesses were broken into earlier this month in north Devon, external, police have said.
The burglaries happened in the early hours of Tuesday 4 September in Winkleigh.
PC Adam Williams from Devon and Cornwall Police said: "During the incident, the offender(s) have stolen a bicycle which was later found abandoned near the village hall.
"Entry was gained by smashing windows and items taken include two tills containing cash, an electric screwdriver, an air nail gun and chocolate.
"I'd appeal to anyone in the village who has CCTV footage, to have a look at footage between the hours of 03:00 and 05:00 on Tuesday 4 September to help us identify anyone who might be involved."

Independent councillor Geoff Pratt has been elected to East Devon District Council in the Ottery St Mary rural ward.
A by-election was called after the former councillor, Matt Coppell, of the East Devon Alliance, was forced to step down after failing to attend a meeting within six consecutive months.
Cllr Pratt, who lives in Wiggaton and is a property lawyer by profession, said he would be pressing for answers on the "uncertain" future of Ottery St Mary Hospital, saying that a decision "one way of the other" needed to be made soon.
The ward covers the villages of West Hill, Aylesbeare, Tipton St John and Alfington.
