People worried about rough sleepers should buy them some food if they want to help - instead of giving them money, says the mayor of Barnstaple.
The town council has been working with Devon and Cornwall Police and North Devon Council after reports from local businesses about people sleeping rough and begging for money on the High Street.
Councillor Ian Roome said a joint homelessness team worked with around 130 rough sleepers over the year and anyone worried about someone on the streets should consider giving them socks or a hot meal rather than money.

A Cornwall woman who stole thousands of pounds from her 99-year-old grandmother-in-law has been jailed for 15 months.
Marina Davey, 49, admitted fraud by taking two bank cards from Gertrude Davey and using them to steal nearly £15,000 from her accounts.
Sentencing her at Truro Crown Court, Judge Simon Carr said the fraud had a "catastrophic effect" on the "vulnerable" Mrs Davey's well being.
The court heard Davey, of Trelawney Road, St Agnes, frittered the money away, telling family and friends she bought meals and festival tickets "with granny's money".
A charity fundraiser riding on his late daughter's small pink bike has arrived at Land's End in Cornwall today.
Peter Williams' daughter Ellie died of a brain tumour when she was eight years old. She was treated at Bristol Children's Hospital before she died.
He set off from the hospital on 21 September, raising money for The Brain Tumour Charity and cycled to Land's End near his home in Penzance.

A Cornish dad has finished an epic 200 mile (321km) ride on his daughter's little pink bike, raising more than £32,000 in her memory.
Peter Williams, from Penzance, lost his seven-year-old daughter Ellie to a brain tumour.
He set off from Bristol Children’s Hospital last Friday.
He finished the mammoth ride in Land’s End this afternoon, where he was told he had smashed his £10,000 fundraising target for the Brain Tumour charity.
Four men have been jailed for a total of 47 years after being found guilty of smuggling the drug crystal meth through the UK and into Japan.
A National Crime Agency investigation found the gang made at least 17 trips between the UK, Turkey and Japan in 2014.
The head of the gang, 46-year-old Majid Rasoolzadeh from Alderley Edge, Cheshire, and 36-year-old Jan Pasulka from Vauxhall Street in Plymouth, who both absconded after the trial began at Manchester Crown Court, have been sentenced in their absence to 16 years and 12 years respectively.
Arrest warrants have been issued for both men.
37-year-old Jan Stinic, from Vauxhall Street in Plymouth, was sentenced to ten and a half years.
The fourth man, 29-year-old Dusan Staruch, from Bradford, was jailed for eight and a half years.
A man's been taken to hospital after an accident between a lorry and a car on the A393 at Lanner Moor.
The driver of the car was reported trapped in his vehicle and had to be extracted by the emergency services.
He's been taken to the Royal Cornwall Hospital at Treliske.
The road is closed in both directions between the Coppice Inn and the Penventon Nursery.

Two young women have been charged in connection with a violent robbery in Tiverton.
Police were called at about 16:25 on Tuesday 25 September following an alleged bag snatch in the West Exe South area of Tiverton, and made two arrests later that day.
An 18-year-old woman appeared in Exeter Magistrates Court on Thursday charged with robbery, common assault, assault by beating, being in possession of a class-A drug and being in possession of a class-B drug.
She remains in police custody and is due to appear before Exeter Crown Court on 25 of October.
A 16-year-old girl has been charged with robbery and theft by finding, and is due before Exeter Magistrates on 9 October.
It will remain dry throughout the evening with mainly clear skies.
It will be a chillier night for many with some patches of mist, frost and fog.

One person's been rescued and another has been arrested for modern slavery offences as a result of a police safeguarding investigation.
Over the last few weeks, the South Devon Crime and Proactive Policing Team, along with officers from Brixham, Paignton and Torquay, have been visiting vulnerable women and girls whom they suspect of being exploited into sex.
Police say that if people need help, or think someone may be a victim of slavery or exploitation, they can call the 24-hour Modern Slavery Helpline.

A 49-year-old man has been arrested for drug dealing - after officers arrived to arrest him on suspicion of rape.
Officers discovered a large amount of drugs and cash after a search of the property on the Mayfield Estate in Newquay on Wednesday.
They had been planning to arrest him in connection with an alleged rape last November.
He has been released pending further enquiries.

The theft of power tools from vans in the South West is "very much active" on a "daily basis", police have said.
Officers are warning people to be vigilant of suspicious behaviour and of groups travelling across Devon and Cornwall targeting private vans.
