City College Plymouth has delivered a vote of no confidence in its principal, its board of governors and the management of its finances, a union says.
All but one of the 350 staff at the college said they did not have confidence in head teacher and chief executive Gary Phillips, the University and College Union (UCU) said.
The college has been under pressure to explain its decision to appoint Mr Phillips after a damning report exposed serious failings at his previous college in London.
Under Mr Phillips’ leadership, the college went from a £5.7m surplus in 2015/16 to an £8m deficit in 2016/17. He received a 31% pay rise in 2016/2017, making him the fifth highest paid principal in the country.
The vote said all 350 staff said they had no confidence in Martin Smith, who worked with Mr Phillips in London, to manage the college’s finances.
Just three staff members said they had confidence in the ability of the college’s governors to make sound appointments.
The University and College Union (UCU) said the vote demonstrated that staff had no confidence in Mr Phillips and that "someone with his track record should not be in charge of the college".
The under-fire head had told staff to ignore "hearsay, speculation and rumour" about his past earlier this week.

Police have charged nine people from Devon, external following an operation to tackle the supply of drugs across the country.
A total of 15 people were arrested on Thursday after police executed 30 warrants simultaneously in Merseyside, Greater Manchester, Devon, Cornwall and South Wales.
Two women, aged 19 and 21, and seven men aged between 20 and 53, have been charged with conspiracy to supply cocaine and heroin between March 2017 and July 2018.
The suspects, who are from Exeter, Plymouth and Cullompton, are due before Exeter Magistrates Court later.
Police had also previously arrested and charged two further Plymouth men in their 20s as part of the operation.
They have both already appeared at Exeter Magistrates Court, charged with two counts of conspiracy to supply Class-A drugs.
They remain in custody and are due to appear at Liverpool Crown Court on 7 December.

A 16-year-old boy has appeared in court charged with the rape and attempted murder of a 10-year-old girl.
The teenager, who cannot be named for legal reasons, did not enter pleas to the two charges.
He appeared via video link from youth custody at Exeter Crown Court during a 50-minute hearing.
He is accused of the rape and attempted murder of the girl, who also cannot be identified, near Marley Road, Exmouth, Devon, on 4 October.
The judge, Mr Justice Dingemans, said a trial date has been set for February 2019.
The trial is estimated to last eight days. The teenager will appear for another hearing in Exeter a week before Christmas.
He was remanded into youth detention until that date.

Police are hunting a grey Vauxhall Astra that lost a wing mirror in a suspected hit-and-run crash.
The car hit and seriously injured a 21-year-old woman as she crossed the road on Wednesday.
The crash took place at the junction of Greenbank Road and Lipson Road at about 23:00
The victim remains at Derriford Hospital.
Police said she and her friends had been using the pedestrian crossing at the time.
Investigating officer Con Mark Wilkinson, of Devon and Cornwall Police, said: “It’s believed that the vehicle involved was a metro grey-coloured Vauxhall Astra.
He said: "The vehicle lost a driver side wing mirror at the scene, so I would appeal to any local garages or body repair shops that have repaired a vehicle of this description since the incident, to contact police."

A woman has been treated for smoke inhalation after her electric blanket burst into flames.
Firefighters from Bideford and Appledore were rushed to a house in Pound Meadow, Parkham, at about 02:00 on Friday.
Fire crews said the blaze, in a first-floor bedroom, involved an electric blanket and damaged the mattress and the bed.
The fire had already been put out when they arrived.
Devon and Somerset Fire and Rescue Service said the woman was treated by paramedics.

Train passengers are being warned to travel through Dawlish as early as possible on Friday afternoon in case the line needs to be closed due to the strong winds and high tides.
