    A former Royal Navy serviceman who defrauded a veterans' charity of more than £45,000 has been jailed for assaulting his partner.

    Andrew Gallie, 39, admitted actual bodily harm for attacking his partner in jealous rage at her home in Falmouth, Cornwall, in November.

    Truro Crown Court heard he attacked her after he accused her of flirting with a taxi driver on their way home from a night out drinking.

    The assault included him threatening, hitting, kicking and biting her in the kitchen when her two children, aged 10 and 20, were home.

    In a statement, his victim said she rarely left the house and had flashbacks "all the time".

    The gambling addict, who admitted the assault at a previous hearing, was jailed for a total of 31 months.

    As well as 18 months for the assault, he was jailed 12 months for activating a previous suspended sentence for defrauding the Not Forgotten Association of £46,000 in 2017, and another month for a common assault against a former partner in February.

    Gallie, from Penryn, and who had served with the navy between 1998 and 2011, admitted that he had "a jealous streak" and prone to violence after he had been drinking.

    Separate plans to build two homes on plots of adjoining land have been rejected after councillors said they were developing open countryside.

    A planning application to build a detached house on land at Beach Road in Porthpean went before Cornwall Council's central sub-area planning committee on Monday.

    On the same agenda, another application had been made to build a detached home on land east of Rosemary Cottage in Porthpean.

    Both applications had been recommended for approval by planning officers who said they considered them to be the "rounding off" of the village.

    However, St Austell Bay Parish Council had strong objections to both applications, saying they were developing open countryside and not "rounding off".

    Parish councillor Trudy Reynolds said the council felt the plans were in conflict with the Cornwall Local Plan and a previous application for the first site had been dismissed at appeal by a planning inspector who said the site was unsuitable for development.

    She added: "Please stop allowing building on our green spaces and stop concreting our countryside."

    Both applications were refused.

    A man has been arrested after a 71-year-old man was punched and had his wallet and phone stolen in Exeter, police have said.

    The assault and robbery happened at about 14:20 on Monday in Larkbeare Road.

    A 31-year-old man from the city was arrested on suspicion of a robbery just after 15:00.

    He remains in custody for questioning, Devon and Cornwall Police added.

    Cornwall councillors will be asked to support a people’s vote on Brexit ahead of the vote on the deal in Parliament.

    A motion by the Liberal Democrats is set to go before Cornwall Council when it has a full meeting next week urging councillors to support a vote on the Brexit deal.

    Council Lib Dem group leader Malcolm Brown said it looked at economic factors "in being the most important considerations".

    He added: "We move on saying that there ought to be a people’s vote with an option to remain being in the EU being one of the options".

    One controversial aspect is keeping Cornwall’s office in Brussels, external open even if the UK leaves the EU.

    Last week it was announced that Cornwall Council leader Adam Paynter is set to meet the EU’s chief Brexit negotiator Michel Barnier next month to highlight issues in Cornwall.

    The motion will be debated at the full council meeting on 4 December.

    A new report has praised Devon and Cornwall Police for its work helping people with mental health problems.

    Her Majesty's Inspectorate of Constabulary said that, nationally, cuts to metal health services had left police officers "picking up the pieces". It added that the situation was placing an intolerable burden on officers nationally.

    But the report singled out the Devon and Cornwall force for its work on suicide prevention among young people.

    Suggestions that a new bridge should be built outside Totnes have been criticised by councillors.

    It had been proposed that cyclists should be able to use the footpath over the South Devon Railway's Bulliver Bridge, external but the organisation says it does not support the plans.

    The heritage railway says it has concerns over the safety of the bridge and security of its station and has suggested a new bridge for cyclists instead.

    But councillors on the South Hams Highways and Traffic Orders Committee said it was ludicrous to talk about a new bridge when there was a publicly-funded structure there already.

    Bulliver Bridge, which spans the River Dart at Totnes, was built in 1993.

    It cost £172,000, of which 50% was contributed by several local authorities, including Devon County Council, but it is now owned by South Devon Railway.

    A former Royal Navy chief has urged people to "keep fighting" to save a historic shipyard from closure.

    Speaking at Westminster, Lord West of Spithead warned the loss of Appledore in Devon would be "highly destructive" for the community.

    The former first sea lord also said that other yards were under threat unless there was a "core" amount of shipbuilding work.

    Owner Babcock has announced that the Appledore yard is to close next year.

    A 99-year-old man and a 74-year-old woman are in hospital with "serious injuries" after a crash in Sidmouth, police have said.

    Emergency services were called to the A3052 at Bowd at about 19:10 on Tuesday.

    The man and woman were driving in a Rover 25 and crashed with an Audi A8, officers added.

    The road was closed for five hours.

    Anyone who witnessed the crash is asked to contact Devon and Cornwall Police via 101.

    In Plymouth, on Embankment Road, a lorry has had to stop near a railway bridge heading towards Laira Bridge Road. There is queuing traffic

    Police tweeted, external that it was not stuck, as has been reported, but had "stopped prior to the bridge and is currently being helped to reverse back".

    The road would be clear shortly, officers added.

    A couple from Cornwall whose daughter died are adding their voice to the campaign to prevent sepsis deaths.

    Chloe Rideout, 20, from Coverack, was admitted to Derriford hospital with appendicitis in October.

    Her family fears her surgery was delayed, that she was discharged too quickly and symptoms of blood poisoning were missed.

    Chloe's mum, Sharon Rideout, says she knew there was something seriously wrong after her operation...

    The University Hospitals Plymouth NHS Trust has expressed its condolences to the family.

    The hospital says an inquiry into the handling of Chloe's care is under way.

    Hard-up businesses across the South West have lost out on £500,000 of emergency funding offered to cushion the blow of business rate rises.

    On top of help for businesses in this year's budget, the chancellor had set aside a windfall last year to help those facing high rate increases in 2017.

    But it has emerged that many councils have failed to pass it all on and the cash is now being returned to the treasury.

    The highest percentages of underspend on the rates relief were in Mid-Devon (35%), Plymouth (25%) and Torbay (14%).

    In Cornwall, the underspend was nearly £200,000 (£196,452, or 12%).

    One shop owner likened it to winning the lottery, then handing back the winnings.
