Teignbridge District Councillors have made a U-turn on a previous decision to ban people from walking more than four dogs at a time.
It came after they received complaints from professional dog walkers who said it would put a financial strain on their businesses.
A Public Space Protection Order for dog fouling and control, which includes the dog walking limit, will be introduced across the area from April.

A Devon mother's young family is being forced to occupy just one room in a council flat because of a bad problem with damp, she has told the BBC.
Kirsty Needham, from Ottery St Mary, has two daughters, a newborn and an eight-year-old with a number of health problems, including having had treatment for cancer.
Health visitors have written to East Devon District Council saying the family should be moved. However, Ms Needham has been told the council intends to repair the flat and not re-home them.
Ms Needham said when she first moved in three years ago the flat "was alright" but that the damp had, over time, crept through.
She said: "It's everywhere and it's soaking wet."
She added that she was told the property was good enough for them to stay in because it was "under repair".
East Devon District Council has been approached for a comment.
Mid Devon District Council will receive a share of £260,000 to help crack down on rogue landlords.
It is one of five English councils - including Sedgemoor District Council, Bournemouth Borough Council, North Somerset Council, and Bristol City Council - chosen to benefit.
Housing minister Heather Wheeler said the money would support a range of projects that would help stop criminal landlords.

Exeter's branch House of Fraser store is to stay open, it is understood.
It follows a number of closures of the chain across the country, and the city's High Street store displaying signs last October advertising a closing down sale ahead of its planned shutting this month.
The company said "an agreement with the landlord" had enabled it to remain in occupation, Devon Live reported, external.
The chain's Plymouth branch was earmarked for closure when the company went into administration. It was saved after the company was then bought by Sports Direct.
New owner Mike Ashley, of Sports Direct, is attempting to turn the chain around.

A man has been jailed for four months for having a samurai sword on a main street in central Redruth.
The incident happened outside the Pine Factory furniture shop on Barncoose Terrace on Friday 11 January.
Aiden Parkyn, 22, of no fixed abode, was arrested and charged with having a blade in a public place without good reason.
He appeared at Bodmin Magistrates Court on Saturday 12 January and was jailed for 16 weeks after pleading guilty.
He was also ordered to surrender the samurai sword so it can be destroyed.
A grieving father has vowed to grow his beard in memory of his son who died of a heroin overdose.
Malcolm McCready, 49, from Paignton, has already raised more than £1,600 towards a target of £2,000 on Just Giving, external which will go to the Exeter Drugs Project drug and alcohol service.
His son, Nathon Jones, died aged 27 of an overdose in Weymouth.
"I don't want his death to be in vain," said Malcolm, who will be growing his beard until October.

Cornwall Council is bidding to keep an office representing the county in Brussels open after Brexit by putting a new £240,000 contract out to tender.
It is tendering for the contract to keep its current office in the city going throughout the Brexit transition period.
It said that the new plan would ensure that it could "engage directly with EU stakeholders on funding" over the next four years.
The office, external represents "the interests of Cornwall Council, the Cornwall LEP, and the Combined Universities in Cornwall in Europe".
The county expects to receive EU funds until 2023 after a withdrawal agreement between the UK and Brussels is agreed.
Cornwall voted to leave the EU by a majority of 56.5% in the 2016 referendum.
The owner of Plymouth restaurant that once held a Michelin star has announced it has closed, external.
Jamie Stevenson, owner of The Treby Arms, told Plymouth Live that it was forced to shut due to a "lack of trade".

One of Cornwall's football teams suffered a 20-1 drubbing at the weekend.
South West Peninsula West side Ludgvan were beaten by Liskeard Athletic.
Ludgvan finished runners-up last season but have struggled to field a side this campaign due to a lack of players.
The league have offered their sympathy, saying at least the parish put out a team.
It is not the biggest defeat ever in the county: Illogan beat Madron 55-0 eight years ago.

A 51-year-old man from Exeter has appeared in court charged with terrorism offences.
Tristan Morgan, of no fixed abode, appeared at the Old Bailey in London.
Mr Morgan, who has been remanded in custody, was charged with encouraging terrorism and collecting information contrary to the Terrorism Act.
He will appear again on Friday 1 February.
Supt Matt Lawler said there was "no increased threat" to public safety as a result of the announcement.
He also warned the public not to speculate about the case, as it could affect the court proceedings.

The M5 southbound has reopened following a serious crash between a car and a lorry.
A woman in her 20s remains in a "critical condition" in Derriford Hospital in Plymouth following the early morning crash.
The motorway was closed between junction 28 and 29, near Exeter, while police carried out investigations.
Three other people in the car and the lorry driver suffered minor injuries.

A 52-year-old man was arrested in connection with a fatal hit-and-run in Torquay.
Police were called to Torbay Road at about 23:15 on Friday after a van hit a 30-year-old pedestrian near the Princess Theatre.
The woman was seriously injured and later died in hospital.
The van fled the scene and was found a short time later in Paignton by officers.
A 52-year-old man from Paignton was arrested in connection with the incident. He has since been released under investigation pending further inquiries.
A solo sailor who sparked a search when he was not heard from for six days sailed out of radio contact, it has emerged.
Robin Davie, 67, left port in France on his yacht C'est la Vie on 5 January for the 300-mile journey to Falmouth. But he tacked out into the Atlantic and out of range of his VHF radio, said a friend.
His brother reported him as overdue on Wednesday morning when there had been no contact.
On Friday, Mr Davie radioed to say he was 25 miles south-west of the Isles of Scilly.
Barry Pickthall, organiser of the Golden Globe yacht race, said: "He was facing light northwerly winds so rather than motoring he took a long tack into the Atlantic and one back and he was out of range."
He said that for most cross-Channel sailors a VHF radio which has a range of about 30 miles was sufficient.
Mr Davie also did not have a signalling beacon - called an AIS - switched on, which would have allowed coastguards to track him.
"It was not until he was 25 miles off the Isles fo Scilly that he picked up the alert," said Mr Pickthall.
"He had not thought of the consequences perhaps."
Mr Davie has sailed solo around the world three times and is entered in the 2022 Golden Globe race.
He left the port of Les Sables d'Olonne, in the Vendée region, at about 10:00 local time on Saturday and told his brother to let people know if he had not arrived in Falmouth by Tuesday. He returned to Falmouth on Saturday.
