    BBC News

During an Independent Police Complaints Commission interview, a civilian intelligence officer said she was overworked and was told to drop Operation Spade, the Canadian intelligence source.

"I sent an email in February saying that I was sinking. They don't often get emails like that from me which shows I was struggling and although I tried my utmost to get through all the packages I could, something had to give.

"In a way it was a bit of a relief (dropping Operation Spade), that decision was not mine, it had been made for me," she concluded.

    Patrick Byrne
    BBC News

Essex Police had earlier investigated paedophile teacher Martin Goldberg, but were denied a warrant to search his home by magistrates.

The Independent Police Complaints Commission also investigated a complaint about how officers questioned Mr Goldberg without arresting him.

The investigation found there was not sufficient evidence that the visit was inappropriate in the absence of a search warrant, and that officers could not have predicted the events that followed.

Essex Police says it accepts in full the findings of the Independent Police Complaints Commission's investigation in to the force's response to information about paedophile teacher Martin Goldberg.

A statement said: "Once risks had been identified the force acted with speed and professionalism, but has recommended a series of 'operational learning' points for the force to address procedural failings."

  10. Essex Police commissioner: Failings 'regrettable'published at 16:51 British Summer Time 19 May 2016

    Patrick Byrne
    BBC News

Essex's Police and Crime Commissioner said his force's failure to act on a tip-off that a long-serving Southend teacher was a paedophile was "regrettable".

    Roger Hirst

Roger Hirst said: "The eight-month delay from Essex Police receiving the Canadian intelligence to identifying the risk that Goldberg posed through his access to children in the workplace is particularly regrettable, especially since the IPCC finds that Goldberg continued to make covert images of children during this period."

  11. Martin Goldberg investigation: The key findingspublished at 16:44 British Summer Time 19 May 2016

    Patrick Byrne
    BBC News

Here are the main findings in the Independent Police Complaints Commission investigation into the Martin Goldberg case:

    • Essex Police failed to promptly establish he was a teacher
    • Risk assessment based on information known at the time did not show Goldberg had access to children at work
    • Very high workload and significant staffing shortages led to resourcing issues that contributed to an eight-month delay in the investigation
    • Intelligence checks showed Goldberg had access to children at work but there appeared to be little explanation for delay
  12. Essex Police 'let down the victims of Martin Goldberg'published at 16:24 British Summer Time 19 May 2016

    Patrick Byrne
    BBC News

The Independent Police Complains Commission (IPCC) has recommended that Essex Police improve their procedures to avoid paedophiles like Southend teacher Martin Goldberg slipping through their net.

IPCC Commissioner Mary Cunneen said: "My first thoughts are with Mr Goldberg's victims and their families. They have been let down by the failures of Essex Police.

"We have made strong recommendations to the force about improvements to their policies and procedures that must be made to ensure that mistakes of this nature are not made in the future."

  13. Martin Goldberg: What the police watchdog foundpublished at 16:14 British Summer Time 19 May 2016

The Independent Police Complaints Commission found Essex Police did not have procedures in place to check if individuals worked with children after receiving intelligence about them.

"Although the force acted once it knew Mr Goldberg worked in a school, this was eight months after the intelligence had been received," the IPCC said.

The force did not carry out a DBS (Disclosure and Barring Service) check when the intelligence was first received, the report says.

  15. Martin Goldberg case: 'Lack of staff' to blame for failingspublished at 16:05 British Summer Time 19 May 2016

Information passed to Essex Police about deputy head Martin Goldberg, 46, was not acted on for eight months.

    Martin Goldberg

Images of boys undressing at his school and in a leisure centre were found when police searched his computer.

Debbie Farthing, Macmillan information and support manager at the hospital, said volunteers found that "in general terms [patients] were happy with the clinical care.

"However, they were disappointed that the staff didn't always have enough time to sit and talk to them, and some patients do not receive any visitors at all."
