Bosses at Stansted Airport, external say building a new multi-million pound arrivals hall does not mean a second runway will be next.
Yesterday, Uttlesford District Council, external approved plans for the new hall.
It'll take up to three years to complete. Chris Wiggan said they are not running at full capacity with the existing runway.
"Stansted has significant spare capacity on the runway," he said.
"The key aspiration is to make full use of that runway before we look at anything else."

Three police officers have now been served with gross misconduct notices and will be investigated criminally on suspicion of misconduct in public office after the death of a Colchester man who was arrested at a holiday camp in Suffolk.
Paul Gladwell (also known as Paul Reynolds), 38, died on Thursday, 16 February in the James Paget Hospital after reports of a fight at Pontins in Lowestoft two days earlier.
The father-of-three was being taken to the police investigation centre in Great Yarmouth when officers realised he needed medical treatment. He was then admitted to the hospital in Gorleston.
A spokesman for the Independent Police Complaints Commission (IPCC) said its inquiry was progressing well.
Suffolk Police is conducting a parallel investigation into the actions of the security staff at the holiday camp in Pakefield who were involved in detaining Mr Gladwell up to the point when officers arrived.
No arrests have been made at this time. Serving a gross misconduct notice advises an officer or member of police staff that their conduct is subject to investigation - such notices are not judgemental in any way. At the end of the investigation it will be for an IPCC commissioner to decide whether to refer the matter to the Crown Prosecution Service to consider if criminal charges should be brought.

A High Court hearing into allegations that more caravans have been brought on to land in Wickford has been adjourned.
The site, in Hovefields Avenue, is subject to an injunction banning further development on land at Silva Lodge Kennels.
The council obtained a High Court injunction over the land dubbed "Dale Farm II" back in September last year.
It meant the landowner and other named individuals could not bring any further caravans on to the site, but the council says it's been looking into claims of further development.
Following submissions by the defendants, the judge has agreed to adjourn the case on humanitarian grounds until next week.

East of England MEP Vicky Ford has criticised the former UKIP leader Nigel Farage for remarks he made in Strasbourg today.
Mr Farage MEP was jeered in the European Parliament after accusing the EU of "behaving like the mafia" over Brexit.
But the response by Mrs Ford raised a round of applause among fellow MEPs.
"Calling other colleagues members of the mafia or gangsters does not show mutual respect, it does not represent the views of the vast majority of the British people and it is not the view of the British Prime Minister who wants to remain friends, allies, and partners," she said.
MEPs had gathered in Strasbourg to discuss and debate forthcoming negotiations with the UK following the triggering of Article 50 last Wednesday.
More than 60 MEPs spoke during the three-hour debate.
Mrs Ford said: "When negotiating a tricky separation one needs to keep calm, but when Farage spoke it was like a herd of bulls had just been driven straight through the china shop."
The site will take three years to build and will include bigger immigration and baggage reclaim areas.

A ring-necked parakeet, of course... and they're moving into Essex in significant numbers.
They've been spotted along the Thames Corridor and into the south of the county, but the reason they're here is locked in rumour - they escaped from a film set, or were perhaps released by Jimi Hendrix in the 1970s.
Gerry Johnson, of the Essex Birdwatching Society, external , told BBC Essex the exotic birds are adapting to our colder climate - and there's already about 50,000 perching around the UK.
The parakeets can be aggressive and smaller birds might feel threatened, he said.
Howard Vaughn, from the RSPB on Rainham Marshes, external , said the main gripe they have is that the birds have strong beaks and can demolish garden bird feeders.
"The best thing to do is distract them - pop a half apple in a tree, a piece of orange or grapes, even monkey nuts. It'll keep them away from your feeders - and they'll be happy," he said.
