The display is being created for the first time by St Richard's Hospice and is reminiscent of the poppies planted in the grounds of the Tower of London in 2014.
People are being encouraged to celebrate someone or something special with one of the forget-me-not clusters in the display, which they can later take home as a keepsake or a gift.
Electricity supplies are off in parts of Bromsgrove, but Western Power Distribution says they should be back on by 18:30.

Work on clearing rubble at the site where Eastham bridge collapsed has been delayed until tomorrow by Worcestershire County Council and the Environment Agency.
The Grade II listed bridge, near Tenbury Wells, disintegrated two weeks ago and left people in the village facing large detours.
Excavation work was due to start today but the council say the weather has made conditions difficult.

Louise Hembrow lost her 10-year-old son in March after he collapsed at home.
He died of vagal inhibition, a rare condition which stops the heart and kills people in less than two minutes.
Louise believes Alfie was trying out the online game, where youngsters film themselves choking and post the video on social media, after hearing about it in the school playground.

Liverpool fans made the journey down to Worcester this weekend to visit the pub which threw out a man wearing a T-shirt insulting the victims of the Hillsborough disaster.
