Read MoreAn oil company is trying to "squeeze through" a bid to build two large fences to keep protesters out of its drilling site, a councillor has claimed.
Europa Oil and Gas has applied to build a 2m high steel mesh fence and a 3m high deer proof fence with a security patrol corridor around its site at Leith Hill, in an Area of Outstanding Natural Beauty (AONB) in Surrey.
Details of the submission were handed to Mole Valley District Council (MVDC) on Tuesday - just 24 hours before councillors could raise objections at a planning meeting.
Europa said the need was due to an "increased risk of protester activity" and it wanted the fencing up for 18 weeks while exploration work is carried out.
But speaking at the planning meeting on Wednesday, councillor Clayton Wellman said: "I find it hard to accept they didn't understand the security situation. It's sort of squeezing things through.
And councillor Margaret Cooksey warned the fencing would be a "blot on the landscape".
Europa is awaiting a decision by the Environment Agency on whether to issue the permits for its exploration work.
Surrey County Council will decide on the fence application later this month.

In the local elections it's been a bad night for the Conservatives in Tandridge.
The party lost eight councillors to the Liberal Democrats and Residents Groups.
The Tories still control the district council, but only by one seat.
The loss is being partly blamed on opposition to plans to build a garden village of thousands of new homes.
Quote MessageWe've obviously lost a significant chunk of our majority which means on the council we would have to work differently, but the issues of housing still remain and that is how can we build more houses for the community but at the same time make sure it's consistent with our local area.
Quote MessageWe can't say we wouldn't build, but that is the issue at this election."
