Preventing suicide and self harm among young people will also be a focus of the plan as there has been a small spike in the number of deaths in the county recently.

Speaking at the Health Reform and Public Health Cabinet Committee, public health consultant Jess Mookerherjee said: "We have seen a number of tragic, and potentially linked, suicides from young people.

"However it is such small numbers in young people.

  12. NHS should treat all forms of addiction as mental illness, health experts saypublished at 20:48 British Summer Time 2 May 2018

Kent's public health experts claim all forms of addiction should be treated as mental illness in the NHS.

Consultant Jessica Mookherjee told councillors yesterday those addicted to smoking, alcohol and drugs need to have the necessary medical support.

The director of public health at Kent County Council says nicotine addiction can be as bad as heroin.

At the health reform and public health cabinet committee, Ms Mookherjee said: "I'm very keen on the issue of addictions, including self-medicating and self-harming behaviour, is seen as a mental health issue."

She added synthetic drugs such as Meow Meow, Spice and Clockwork Orange "can mimic, enduce and exacerbate mental health issues".

Director of public health Andrew Scott-Clark said the NHS should reframe the narrative around smoking from a social issue to a tobacco addiction so people can get specialist treatment.

Parents in East Sussex say they are "devastated" that funding's going to be cut for residential care at two schools for pupils with special educational needs.

More than 150 children attend St Mary's in Heathfield and Cuckmere and Tower House in Seaford.

The Sabden Academy Trust says it will have to stop respite evenings and overnight stays as the local authority has reallocated the £800,000 that is needed to run it.

Johannah Rowland, whose son attends Tower House, said he is able to attend school due to the support he’s received at Tower House.

She said: "Him attending school has been life changing.

"Being able to do social things with other children who understand him and who have similar needs means that when he is in school he can focus on his learning."

Eleven members of staff are also facing redundancy.

East Sussex County Council needs to save £17 million in this financial year.

Seaford Town councillor Phil Boorman said: "It's a terrible time for everybody and none of us wanted to do this but we need to try and protect as many services as we can going forward."

East Sussex County Council says funding will be reduced over the next two years instead of by September, to give the Trust time to find alternative funding.
