Polling stations are open as usual at 07:00 on Thursday and close at 22:00, it says.
Voters are asked to wear a mask and comply social distancing measures, they can bring their own pen or pencil if they wish, though these will also be provided at polling stations.
Limited numbers will be allowed inside polling stations at any one time, so there could be queues, the council says.
As well as returning ballots by post, postal voters can also hand them in at their polling station.
Anyone who has not yet received their postal ballot pack should contact electors@leeds.gov.uk,, externaland a replacement can be issued, the council added.

A small batch of 1,300 delayed ballot papers were finally delivered over the bank holiday weekend, the council say.
Anyone who still has not got a requested postal ballot should contact it on 01302 736000 as soon as possible.
Those with a postal vote should put them in the post by 16:00 on election day, or drop them off at their local polling station or to the council’s Waterdale Civic Office (pictured above) by 22:00 on Thursday - election day.
Two teenagers have been hurt in an alleyway fight involving machetes.
A 15-year-old boy received a "significant head injury consistent with being struck over the head", police said.
Another boy, 17, suffered a wrist wound during the fight in Osmondthorpe, Leeds.
Both were arrested on suspicion of affray and taken to hospital.
A 16-year-old was arrested nearby on suspicion of wounding with intent and possession of drugs.
Neither boy suffered life-threatening injuries, police said.
West Yorkshire Police appealed for witnesses or anyone with dashcam footage recorded near York Road and Rookwood Avenue at about 18:30 BST on Tuesday to contact them.
There were reports of fighting in an alley in Osmondthorpe in Leeds on Tuesday evening, say police.

The victim contacted police after the attack in Holbeck Park at 04:00.
A spokesperson for West Yorkshire Police said: "The incident is being investigated by Leeds District Safeguarding Unit and a scene is in place in a wooded area of the park next to the M621 while enquiries into the incident continue.
"Anyone who was in the vicinity of the park and witnessed anything suspicious or who has any information that could assist the investigation is asked to contact Leeds District Safeguarding Unit.
All requested postal votes in Sheffield should have landed on doorsteps, despite an earlier delay at the printers for some ballots, says Sheffield Council.
Kate Josephs, returning officer for Sheffield said: "If anyone hasn’t received theirs, please get in touch with us at elections@sheffield.gov.uk, external."
Ms Josephs also reminded voters that postal ballot papers can be hand delivered to the Town Hall or at voters' local polling station by 22:00 on Thursday - election day.
The delay discovered last month had affected about 15,000 voters whose postal votes were delayed due to a printing error.
A gang of masked thieves threatened a man with a metal bar when they tried to steal the catalytic converter from his wife's car, police say.
Ali Fashakh confronted the men outside his home in Gledhow, Leeds, but backed away as he feared "one of them was about to strike me".
He said it was the second time the vehicle had been targeted in a month.
Mr Fashakh said the first theft took place in March, when a neighbour chased three men away from his wife's Toyota Prius.
However, he said when he checked the next day the device had gone, adding: "I am not sure if they came back later that night when we were asleep."
The vehicle was targeted again on 21 April.
Mr Fashakh said he heard a noise and looked out of the window to see three men surrounding the car.
He said: "They all had iron rods in their hands, so I shouted at them then ran downstairs and confronted them. One of them was about to strike me, so I backed away at that point."
Mr Fashakh managed to film the men on his mobile phone and passed the footage (pictured above), to West Yorkshire Police, though no arrests have been made.

Staff found the man and woman, believed to be in their late 30 or early 40s, at the Double Tree by Hilton Majestic Hotel and Spa on Tuesday.
They were pronounced dead after police were called to Springfield Avenue at 22:20.
Officers said have not yet named the couple, from the London area, but said they were not looking for anyone in connection with their deaths.
Det Supt Wayne Fox said it was believed to be an isolated incident.
Their families have been informed, the force added.
