  17. 'Smart motorways are dangerous' - Yorkshire police bosspublished at 12:23 Greenwich Mean Time 25 January 2021

A Yorkshire police and crime commissioner (PCC) has written to the government to say smart motorways are "inherently unsafe and dangerous and should be abandoned".

South Yorkshire PCC Dr Alan Billings wrote his open letter to Grant Shapps, the Secretary of State for Transport.

His comments come after a coroner found two men had been unlawfully killed on a "smart" section of the M1.

On 19 January, coroner David Urpeth called for a review of the road schemes, saying smart motorways without a hard shoulder carry "an ongoing risk of future deaths".

He was speaking following the inquests for Jason Mercer, 44, from Rotherham and Alexandru Murgeanu, 22, of Mansfield, who died when a lorry crashed into their vehicles near Sheffield on 7 June 2019.

Now, Labour's Dr Billings has told Grant Shapps: "I believe smart motorways of this kind - where what would be a hard shoulder is a live lane with occasional refuges - are inherently unsafe and dangerous and should be abandoned.

Dr Billings said: "The Department for Transport and Highways England argues these sorts of motorways are actually safe, they even go as far as to say they are safer than ordinary motorways, I think whatever formula they are using to come to that conclusion is wrong.

In response to Dr Billings' open letter, the Department for Transport said: "The stocktake [of smart motorways] showed that in most ways smart motorways are as safe as, or safer than, the conventional ones."

The campaign launched by the charity Independent Age is designed to help older people who are reliant on online deliveries to access food during the coronavirus lockdown.

Almost 3,000 people have so far put their name to the open letter by the charity to the CEOs of Tesco, Asda, Sainsbury's, Morrisons, Iceland, Waitrose and Ocado.

The letter says: "As the seven participating supermarkets in the priority slots scheme, and those who provide priority slots through local councils, we are asking you to once again suspend delivery charges for priority shopping slots, and take steps to reduce minimum spends."

Sheffield Hallam Labour MP Olivia Blake said: "We know thousands of people are currently in a more vulnerable position when it comes to Covid-19 and it's really important they can self-isolate and get priority shopping slots.

"We know from the first lockdown how important it was to older people in particular and other groups as well to get delivery charges reduced.

"This had a huge impact and meant they could stay safe, stay at home and get access to food."
