  9. Smart motorway death widow urges prosecutionpublished at 17:28 Greenwich Mean Time 2 March 2021

    PA Media

A widow who believes Highways England should be prosecuted over the death of her husband on a smart motorway has staged a protest outside South Yorkshire Police's headquarters.

    Claire MercerImage source, PA Media

Claire Mercer said future smart motorway deaths "will be blood on the hands of the people running our roads" as she marked what would have been Jason Mercer's 46th birthday by placing a giant screen outside South Yorkshire Police's HQ.

Mr Mercer died along with another motorist, Alexandru Murgeanu, on part of the M1 which has no hard shoulder when a lorry ploughed into them little more than a mile from the police HQ building in Sheffield in June 2019.

At an inquest in January, Sheffield coroner David Urpeth said: "I find, as a finding of fact, it is clear a lack of hard shoulder contributed to this tragedy."

He told an inquest at Sheffield Town Hall: "I believe smart motorways, as things currently stand, present an ongoing risk of future deaths."

Mrs Mercer's lawyers have written to South Yorkshire's Chief Constable, Stephen Watson, demanding the same thing happens in her husband's case.

Mrs Mercer, 44, from Rotherham, said the wrong person had been jailed when lorry driver Prezemyslaw Szuba was given a 10-month sentence last year.

South Yorkshire Police said in a statement: "A Senior Investigating Officer has been assigned to this matter, and will be overseeing the review of all the materials obtained."

A Highways England spokesman said: "It would be inappropriate for Highways England to provide comment on the activity of South Yorkshire Police."

From next year drivers of buses, coaches and HGVs which breach pollution levels face a charge of £50 per day, while taxi drivers will be charged £12.50.

Owners of light good vehicles, such as minibuses face a fee of £9.

The city's been given £39.3m of government funding to implement the scheme and help vehicle owners switch to greener models.

Last year, Leeds City Council scrapped a similar plan to introduce clean air charging after the Covid lockdown led to air pollution levels declining.

But at a meeting this morning, councillors were told traffic in Bradford is already at similar levels to pre-lockdown.

After the meeting, James Craig, from campaign group Clean Air Bradford, said: “We're really pleased to see Bradford Council is introducing the Clean Air Zone and are putting the health of the people of Bradford first.

“Bradford Council must now ensure all the hard work and goodwill which has gone into the Clean Air Zone plan is not undone by new road building which makes air pollution worse", he added.

The 33-year-old began his career at Castleford in 2005 before spells with Workington and Huddersfield Giants.

He reached the 2009 Challenge Cup final with the Giants and won his only England cap the following year.

In 2012 he went on loan to Leeds Rhinos and helped them beat Warrington in that year's Super League Grand Final.

He then went on to join Hull KR, spending four seasons with the club and captaining the side before short stints with Batley and Barrow Raiders in 2020.

Lunt never played for the Raiders, however, after the 2020 League One campaign was impacted by the coronavirus pandemic.

"The change of shift pattern in his new job meant that he was unable to commit to the training demands of the club. We decided to part company on the best of terms," Barrow Raiders said.

In a tweet, Lunt added: "Well, rugby league, it's been emotional. Our time has come to an end unfortunately.

"I've been very fortunate through hard work and dedication to have a career I could've only dreamt of as a kid."

Overseas students pay up to £20,000 a year in tuition fees.

Student union officers from the universities of York and Leeds are among those leading the petition.

"The quality in a lot of cases is just not the same, especially for those international students paying double, there's just no way of morally saying that this is okay."

The Department for Education said the quality of online teaching is being monitored and it has provided funding of £70m for students in the greatest need.
