Officers at Formby beach turned away more than 100 cars and issued 20 people with fines for breaching Covid-19 rules on Saturday, Merseyside Police said.
Supt Graeme Robson said travelling from West Yorkshire was "totally unacceptable" and showed a "complete disregard" for the guidance.
He added that those who travelled had been "reckless and irresponsible".
Supt Robson said the "good weather" at the weekend had seen a "large increase in people travelling to the Formby beach area, some of whom had travelled a significant distance to get there".
"Individuals from as far as Leeds, Manchester and Stockport were found...which is quite frankly astounding," he said.

Championship side Sheffield Wednesday have appointed Doncaster Rovers boss Darren Moore as their new manager.
Wednesday have been managerless since 28 December, when Tony Pulis was sacked after 10 matches at the helm with the club 23rd in the table.
Moore, 46, had been in charge of League One Doncaster since July 2019 and departs with them sixth despite a run of four defeats in five games.
Andy Butler, 37, has been named Rovers boss until the end of the season.

A pedestrian has died after being hit by a van on the A64 in North Yorkshire.
The 23-year-old man was struck by a Volkswagen van on the westbound carriageway near Askham Bryan at about 00.50 on Sunday.
North Yorkshire Police said it is believed the man may have been in the area of Askham Bryan College prior to the incident.
The force said they are also investigating whether a second vehicle was involved.
Officers investigating the collision have appealed for any witnesses or anyone who may have dashcam footage to come forward.
Off-road vehicles have been seized by police and dozens of people fined after a day of action by police in South Yorkshire.
Local residents had complained to officers about motorbikes and quad bikes being used near the M18 at Hatfield near Doncaster.
On Sunday, 21 motorbikes and one quad bike were seized during a planned operation.
Officers said they also issued 30 warnings to riders and handed out more than 50 tickets for breaches of coronavirus restrictions.
A police plane was used to track riders and after a pursuit two more quad bikes were seized and two riders arrested.
The force's off-road team said it was a "very busy" day with "some great results" for those living nearby.
A driver's been arrested after his passenger was killed when his car crashed into a tree in Leeds.
The grey Volkswagen Golf, being driven by a 31-year-old man, collided with the tree on Wykebeck Valley Road in Gipton in the early hours of Saturday.
The male passenger, 35, was taken to hospital and died a short time later.
Police said the driver suffered serious injuries and has been arrested on suspicion of causing death by dangerous driving.
He has also been arrested on suspicion of driving while over the prescribed limit and aggravated vehicle taking.
Armed police were called to the Parsons Cross area of Sheffield yesterday following "multiple" reports of gun shots being fired at a vehicle, police say.
Officers were called just before 17:15 to Yew Lane, according to South Yorkshire Police.
A 27-year-old man from Sheffield was arrested on suspicion of firearms offences.
Police said no injuries have been reported, however there is thought to be damage to the car involved.
Ch Insp Helen Lewis said: “I appreciate this incident will have been incredibly concerning, but we have quickly arrested a man in connection with the incident."

A man has been seriously injured after being attacked by a group of ten teenagers while out walking with his wife and dog.
The 49-year-old victim suffered head injuries in what police described as a "vicious and unprovoked" attack.
He was set upon by the youths, who were all believed to be about 14, in Manston Gardens in Crossgates, Leeds, at about 18:45 on Saturday.

A new bridge over the A63 in Hull has been officially opened to the public.
The 197ft (60m) Murdoch's Connection footbridge, named after the city's first female GP, Dr Mary Murdoch, links the city centre to the waterfront, crossing the A63 dual carriageway.
The £22m crossing was due to open in May 2020 but was delayed by the pandemic.
Highways England senior project manager James Leeming said: "The coronavius lockdown meant we had to stop work instantly and reflect on social distancing.
"In the construction industry you have to work in groups and we had to rethink that and so things did slow down."
Mr Leeming added: "It'll be fantastic to see people walking around with children and grandparents using it after lockdown, whether they sit enjoying the views or enjoy a lunch break from the office."
The organiser of a Sheffield music festival has said he would love to put on "the party we all deserve", if restrictions ease in time for summer.
Timm Cleasby from Tramlines festival was speaking after organisers of Reading and Leeds said they were "very confident" of their events going ahead.

The government has said limits on social contact in England could be lifted by 21 June.

A couple and child who had set up camp on a dangerous cliff edge prompted a call out by police and the coastguard.
They were found in a tent in an area known for landslips along the Cleveland Way in North Yorkshire on Saturday.
Coastguard rescue officers from Staithes and Whitby were sent and gave "safety advice due to the dangerous location of their tent".
Police were also called because the family had breached Covid rules by travelling there, the coastguard said.
A spokesperson from Staithes Coastguard said: "Safety advice was given from Coastguard rescue officers due to the dangerous location of their tent, especially with recent landslips.
"If walking the Cleveland Way please stay on designated footpaths."
