The campaign in Wakefield highlights support available for both victims and perpetrators of violence in the home.
During previous football tournaments, West Yorkshire Police said it had seen domestic abuse increase by a third.
The mats show a red card on one side and a QR code on the other, linking to Wakefield Council's support website.
They also carry the message "keep the beautiful game sweet".
West Yorkshire Police said on average the force received 110 calls per England game, an increase of 38% on the number of calls at other times.
Maureen Cummings, Wakefield Council's cabinet member for communities, poverty and health, said: "The rise in reports of domestic abuse during football tournaments is shocking - it is unacceptable and will never be tolerated in our district.
"Domestic abuse isn't sweet and we want victims and perpetrators to get the support they need."
People in East Yorkshire and northern Lincolnshire are being urged to be careful around open waters as lockdown restrictions ease and the warm weather continues.
Supt Marc Adams, from Humberside Police, says he's urging everyone to "be aware" when they're near rivers and lakes or on beaches to avoid accidents.
He says: "In this warm weather it is can be tempting to try and cool off by taking a dip in open waters.
"While these locations may seem ideal places for a spot of swimming, jumping into open water can lead to tragedy with numerous risks, including the water temperature, the presence of hidden obstructions beneath the surface and unknown depths.
"We really want the residents of Humberside to enjoy the facilities that the area has to offer, however we would urge people to take precautions to ensure the safety of themselves, their families and those around them."

The next chief constable of South Yorkshire Police has been confirmed as Lauren Poultney, the force's current deputy chief.
Ms Poultney has been confirmed in the role by South Yorkshire's Police and Crime Commissioner, Dr Alan Billings, following approval of the appointment by the South Yorkshire Police and Crime Panel at a meeting earlier.
It's the first time a woman will take on the top job in the South Yorkshire force.
Ms Poultney, who has been a police officer for 23 years, is a married mother-of-one who began her policing career in 1998 with Humberside Police and joined South Yorkshire Police in 2017 as assistant chief constable.
Dr Billings said: "Lauren Poultney will be South Yorkshire’s first female chief constable and I am looking forward to working closely with her as the force continues to strive to become an outstanding force across all areas of its activity."
Ms Poultney said: "I am incredibly proud to be appointed as chief constable for South Yorkshire. I’ve been here now for four years and witnessed the pride and passion local people have for the area.
"I want to ensure we harness this and deliver the outstanding police service they desire."

The impressive flag display at The Big Tree in Sheffield has gone viral on social media.
The decorations include 500 flags and every single nation which has qualified for the tournament finals.

A motorcyclist is in hospital with "life-threatening" injuries following a collision in Leeds, police say.
A Peugeot 2008 car and a Honda motorcycle collided on the Ring Road at Shadwell at about 16:15 on Wednesday, according to West Yorkshire Police.
The motorcyclist, a man in his 50s, was taken to hospital with serious injuries which are described by officers as "life-threatening".
Anyone with dashcam footage of the collision, or who saw what happened leading up to the collision, is being asked to contact police.
A man who threatened and robbed a 12-year-old schoolboy who was waiting for his school bus has been jailed for four and a half years, police say.
Darrell Stott (pictured), 30, approached the boy early in the morning on Doncaster Road, Barnsley, on 16 March, according to South Yorkshire Police.Det Con Rebecca Robinson said: “The victim was making his way to school when Stott threatened him and demanded he hand over his phone.
"Stott then forcibly removed the phone from the young boy's hands and ran away from the scene."This was a shocking incident that took place just outside of the town centre, in broad daylight and during the early morning rush hour."Subjecting anybody to a robbery like this is horrendous, but the fact the victim was a young child makes it even more despicable."
After pleading guilty at an earlier hearing, Stott, of Farrar Street, Barnsley, was sentenced at Sheffield Crown Court on Thursday.
More than 100 water voles have been released into Yorkshire's waters as part of a conservation project.
The water voles have been introduced into parts of the Nidderdale Area of Outstanding Natural Beauty by Yorkshire Water.
The animals, which are an endangered species in the UK, have been bred in captivity.
Jennifer Tratt, an ecologist, said: "It's a really great feeling when you've spent a long time breeding them. It's so nice to be able to see them swim across the pond happily."
A motorbike rider has been seriously injured in a crash with a police vehicle during a pursuit of a suspected stolen car.
The police car and motorcycle collided on the A1104 at Miles Cross Hill, Alford, Lincolnshire at about 17:20 on Wednesday.
Officers were following a red Audi after it failed to stop.
A 31-year-old man was arrested on suspicion of taking the vehicle without consent, Lincolnshire Police said.
The incident has been referred to the force's Professional Standards Department which will investigate the circumstances, a spokesperson added.
Anyone who witnessed the collision is urged to contact police.

Robert Mason, 80, of Swale View, Thirsk, used his "threatening and violent nature" to instil fear in his victims, one of whom was just six when the abuse began, police said.
Detectives praised both for their bravery in coming forward to report the offences last year.
Jurors at York Crown Court convicted him of five counts of indecent assault and one count of gross indecency.
He was found not guilty of four further counts of indecent assault and seven charges of rape of a female under 16.
Det Con Karen Barugh, from North Yorkshire Police, said: "He was monstrous towards them and his actions have had a huge impact on their lives to this day."

School pupils in Wakefield are being told “keep your masks on”, with the Covid infection rate now significantly higher in children than in adults.
Figures shown at a meeting on Tuesday suggested the district’s younger people were now far more likely to contract the virus than older people, most of whom have received a Covid vaccine.
Wakefield’s director of public health, Anna Hartley, said there was an ongoing risk of children’s education being disrupted by Covid.
The latest rolling seven day case rate for 11 to 16-year-olds was 116 per 100,000 people. By contrast, in the over-80s the case rate was just 12 per 100,000 people.
Speaking at a meeting of local NHS bosses, Ms Hartley said she’d asked students to keep wearing masks because of the infection rates.
She said: “What we can see is that in the 80-plus group cases are very, very low. That’s reassuring and a testament to the success of the vaccination campaign.
“But when you get to the unvaccinated population, and particularly that age group between five and 18, the numbers really go up. That’s what’s driving our increase in rates at the moment.
"The challenge for us as a system is schools. While there’s no particular risk to children’s health, there is the risk around them missing more of their education.
"That’s why I’m advising that children continue to wear face coverings in school, just because we want to limit disruption to their education.”
BBC radio presenter Dom Busby has died at the age of 53 after a short illness.
He worked at the BBC for more than 30 years across many local radio stations.
He started his radio career at BBC Radio York in 1988 and had returned to the station as a presenter in recent years.
BBC Radio York Managing Editor, Martyn Weston, said: "It is with the heaviest hearts to have learned our colleague and friend Dom Busby has died.
"We’ve had to quickly come to terms with his illness but his passing in the early hours of this morning is difficult to comprehend."
"Dominic was a proud Yorkshireman. His energy in the newsroom and his passion for radio were infectious.
"We will be forever grateful for his unique talents, his special voice, and the connection he had with listeners".
He also worked at BBC Sport and BBC Radio 5 Live.
Friends and colleagues on social media have praised his positive nature, generosity and kindness.
"Dom was a great broadcaster and a brilliant man. He loved sport and radio, so had the perfect job," said radio sports news editor Colin Patterson.
He added: "He will be much missed by his colleagues and listeners to BBC radio. Our thoughts are with his family at this terrible time."
More police officers and quicker response times are some of the priorities for Lincolnshire Police, its chief constable has said.
A five-year plan has been outlined by Chris Haward (pictured), with 108 officers set to join the force before March 2022.
Their priority will be to target rural crime, online exploitation of children and boost neighbourhood policing.
Mr Haward said the force would focus on re-establishing a roads policing unit, a new rural crime team, bringing in more officers for neighbourhood policing and more officers for the paedophile online investigation team.
The chief constable has been in the role since December and said the last few months had been a "look, listen, learn and assess" period.
The additional police officers are being recruited following a government announcement in 2019.
Lincolnshire Police has 1,073 police officers - the fewest per 100,000 people in England, according to government data, external.
Asking the community to be patient, Mr Haward said people should "see and feel" the difference in the next two years.

A report of three young men seen chasing another male and loud bangs being heard in the Cherry Row area of Burmantofts was received shortly after midnight, according to West Yorkshire Police.
Armed officers were sent to the scene and blank shell cases were recovered, the force said.
A police cordon remains in place in the area as forensic examinations and specialist searches are carried out and inquiries are ongoing to identify the suspects and the victim.
Det Insp Vicky Alexander said: "We would like to hear from anyone who witnessed any part of the incident or who has any information that could assist the investigation.
