A low humming sound has plagued some living people in parts of West Yorkshire for more than a year.
Residents of Holmfield have report side-effects including lack of sleep, headaches, ear pain and stress and anxiety.
Councillor Scott Patient has told them investigations would continue.
“It is a complex case and our inquiries have identified lots of potential sources.
“The service is convinced there is not one single source of noise and some have been discounted", he said.
Calderdale Council was working with neighbouring authorities to try and identify the source, Mr Patient added.
Campaigners believe the councils need to carry out low-frequency noise measurements inside and outside of buildings suspected of producing the noise and to also detect the source by triangulation to pinpoint the exact source of the sound.
Detectives investigating the death of a man who was stabbed in Bradford have made a third arrest.
A 21-year-old man from Bradford has been arrested on suspicion of murder following the death of the 19-year-old after the incident in the early hours of Sunday.
He remains in custody along with a 16-year-old boy and a 26-year-old man who have been held on suspicion of murder and attempted murder respectively after police were called to John Street in the city.
Another 19-year-old man, who was also treated for stab wounds, remains in hospital in a critical but stable condition, West Yorkshire Police said.
Officers would like to hear from anyone with information, video or pictures about the incident.

People across northern Lincolnshire, East Yorkshire and the wider Yorkshire area can from today access a new facility for fertility treatment which took five years to come to fruition.
The new state-of-the-art clinic, based at Hesslewood Office Park on Ferriby Road in Hull, has been developed by the Hull IVF Unit after the clinic outgrew its previous base at the Women & Children's Hospital in the city.
The site, which will now be known as Hull & East Riding Fertility, also allows for the use of more advanced technologies which provide a greater number of treatment options to couples experiencing fertility issues.
The Hull IVF programme was founded in 1986 by Dr John Robinson, then a clinical scientist at the University of Hull,.
Talking about the new developments, he says “There is an increasing demand for fertility services, and we identified three or four years ago that we would need to expand our facilities if we were going to help as many people as possible struggling to conceive."
“We also wanted to create a state-of-the-art facility that would be able to serve patients from a greater geographical area, giving the people beyond this region access to world-class fertility services."
A vicar says volunteers only realised the bell was gone when it failed to sound for Sunday service.

A North Yorkshire pub landlord says he has been forced to temporarily close because of a staffing shortage affecting the hospitality industry.
The Oddfellows Arms in Carlton near Selby shut its doors on Friday.
Landlord David Mitchell told BBC Radio York: "Without the restaurant we don't run as a wet pub, it's not viable opening the doors at all. We'd be losing more revenue, we've lost so much throughout the pandemic and now this has hit hard."
Mr Mitchell says the situation is so bad he is thinking of quitting the pub trade altogether.
A group that represents businesses in York is encouraging people to eat out this week to help support the sector.
York Restaurant Week, external is organised by the city's Business Improvement District (BID) and runs until Sunday.

Wakefield is one of the places bouncing back more quickly from the pandemic, according to new research from the group Centre for Cities, external.
The organisation says its research suggests spending in the city is high, compared with bigger destinations such as Leeds - and the city is second only to Blackpool when it comes to pandemic recorvery.
However, it also points out that business is only getting back to pre-pandemic levels, when high streets were already struggling.
Amanda Cardones (pictured above), who runs a dress shop in Wakefield, says her trade has trebled this year: "People have learnt to spend online, which they didn’t do previously.
"Both in the shop and online, people have been treating themselves a little bit more. They haven’t been going to restaurants, holidays, so they’ve treated themselves to clothing."
Bradley Derby's family-run coffee shop in Cross Square is so busy he wants to expand it.
Bradley (pictured) says: "It's getting a lot busier after covid, especially with all the events they’re putting on. We’re on about moving some of the counters back and making a few more tables, because there’s no seats available anymore on a weekend."
Aneta Bak-Ford (pictured) is a florist. She says the city is busy, but doesn't want the council to get complacent: "Footfall is there, that’s for sure, so the centre is busy - people just walking, looking, browsing. We still need to do some more to get rid of the empty shops."
Two people have been arrested after a man was injured in a "targeted" shooting in a Barnsley park at the weekend.
The victim, aged in his 30s, was shot in Locke Park at about 14:50 BST on Saturday.
His injuries were not deemed serious, South Yorkshire Police said.
An 18-year-old man has been arrested on suspicion of assault and firearms offences and a 45-year-old woman has been arrested on suspicion of assisting an offender.
Both remain in custody, police added.
Det Ch Insp Nikki Leach appealed for witnesses to come forward, adding: "We would like to make it clear that this was a targeted attack, and there remains no danger to the public in the surrounding area."
A man who was attacked and left with serious facial injuries was helped by a group of good samaritans at the scene, West Yorkshire Police say.
Officers are appealing for the people who came to the aid of the 29-year-old victim following the incident at midnight on 22 September to come forward.
A 30-year-old man has since been arrested in connection with the incident on Steanard Lane in Mirfield.

A taxi passenger has died following a crash on the M18 last week.
The man in his 60s, who was travelling in the back of the cab, was involved in a four-vehicle crash at about 14:05 BST on Wednesday.
It happened between junction four and junction five of the motorway near Doncaster.
The man was taken to hospital with serious injuries and has since died, police say.
South Yorkshire Police appealed for witnesses to the crash to come forward, especially those who may have dash-cam footage.
