Dr Jessica Taylor, from Victim Focus, has been commissioned to do the work to build a profile of the experiences of females over the age of 16 for commissioner Jonathan Evison.

She says: "Following our national survey of over 22,000 women aged 18+ in the UK about their experiences of all forms of violence since birth, we are pleased to be replicating and adapting this novel methodology for Humberside.

"Our approach means that we make the research as accessible and easy to understand as possible, across a wide range of women and girls."

The swindlers will cold-call victims and tell them a suspect has been arrested for using their bank cards. They will then advise them to go to the bank, withdraw all their money, and hand it over to an officer who will take it for safe-keeping while investigations continue.

If bank staff resist or question the request, the callers will tell their target to lie about their reasons for taking out large sums of money.

North Yorkshire Police said the most recent reports have involved calls from "DC Thomas Daniels" from "Paddington Police Station".

Andy Fox, from the force, said: “The scammers are so effective at manipulating their victims. They will often provide reassurance by getting other scammers to pose as different police officers and call the victims to further convince them the scam is legitimate."

Mr Fox said the key thing to remember was that police and banks would never ask anyone to move or withdraw their money.

"If this happens, it is definitely a scam and you should hang up immediately.”

A meeting heard that, by the end of August, the average debtor owed almost £785

Council Head of Revenues and Procurement Gillian Barley said many had told staff they had been driven to despair by their debts, and the authority wanted to simplify arrangements for those who owed money.

Ms Barley said the council was "anticipating more demand following the end of government support" such as the furlough scheme and "with rising prices of things like energy that we’re seeing at the moment".

She added that a small number of people refused to pay - often in protest against perceived poor service - but that the council was clear it was not optional and would take legal action if needed.
