Chris Read's comments came as the government is expected to announce the halting of HS2 between Birmingham and Leeds.
He said: "I think it's great news for [campaigners], who have lived with hell through the last five years and have never given up fighting, so for those communities it's good news."
People living along the proposed line have complained about anticipated disruption and noise, with some selling their homes to the government.
He said Rotherham had "all the downsides and none of the upsides" to the line being built.
Meanwhile Dan Fell from Doncaster's chamber of commerce said the move was frustrating, adding: "yet again the government has U-turned on commitments it has made to the north, to business communities, to level up and drive investments into our part of the world.
"There were businesses gearing up to be part of the supply chain for HS2, large parts of our skills supply, our University Technical Colleges, gearing up to excite young people and put them into careers in that advanced rail space and millions of pounds getting ready for this."
The government is expected to make the official announcement later this week.

The body of a man has been recovered from the River Ouse in York, police say.
Emergency services were called to the Lendal Bridge area at 02:30 this morning following reports a man had entered the River Ouse.
A North Yorkshire Police spokesperson said: "Police attended with the Yorkshire Ambulance Service, North Yorkshire Fire and Rescue and the York Rescue Boat.
"Several attempts were made by both the public and emergency services to rescue the man.
"Unfortunately these rescue attempts were unsuccessful and the Underwater Search Unit later recovered a body from the water."
Anyone with information about the incident is asked to contact police.

Former Yorkshire player Azeem Rafiq has told a Digital, Culture, Media and Sport select committee English cricket is "institutionally" racist,
Rafiq, 30, said racist language was "constantly" used during his time at Yorkshire.
In an emotional testimony, he said the club gave him "inhumane" treatment after his son was still-born in 2017.
He added the issues he faced at Yorkshire are "without a shadow of a doubt" widespread in domestic cricket.
When asked by Damian Green MP if he thought cricket was institutionally racist, Rafiq replied: "Yes, I do."
In response to a question by Julian Knight MP, chair of the DCMS select committee, on whether the issues he faced were "replicated" at other counties, Rafiq said: "It's a problem up and down the country."
Rafiq said that the day after his son died, Yorkshire director of cricket Martyn Moxon "ripped shreds" off him in a manner he had never seen Moxon address anyone else at the club.
He also said he was part of a group of "six or seven" players who made a complaint about former England player Tim Bresnan in 2017, after which he said the club saw him as a "trouble-maker".
BBC Sport is approaching Mr Bresnan for comment.
An appeal has been launched after a 74-year-old man was found with serious head injuries and his wallet missing in Skegness.
It's not yet known how the man came to be injured, police say.
A spokesperson for the Lincolnshire force, said: "The incident on Drummond Road, Skegness, is believed to have happened at some point between 23:30 on 7 November and 00:30 on 8 November.
"The victim was taken to hospital as a result and his wallet containing a sum of cash was reportedly stolen during the incident."
Det Con Simon Chafer, said: “At this stage, it is unclear how the victim came upon his injuries and the circumstances leading up to it, but we are keeping an open mind and want to hear from anyone who saw what happened.
“We're also appealing for anyone with dashcam footage of Drummond Road at the time of the incident to contact us."
CCTV images have been released following a suspected sexual assault on a train from Doncaster to Scunthorpe.
A man boarded the train and sat on the aisle seat across from a woman at about 17:40 on Saturday 2 October.
A spokesperson for British Transport Police (BTP), said: "He engaged in conversation with her before leaning across the aisle and sexually assaulting her. He then got off the train at Scunthorpe."
Officers believe the man in the CCTV images may have information which could help their investigation.
Anyone who recognises the man in the images is asked to contact BTP.
Train managers and senior conductors will strike in December over safety, pay and conditions.

Ex-Yorkshire player Azeem Rafiq and the county's former chairman Roger Hutton are due to give evidence to a Digital, Culture, Media and Sport select committee hearing later.
Rafiq publicly detailed his experiences at Yorkshire, which left him close to taking his own life, for the first time in September 2020.
In September 2021, a year after Rafiq went public with his allegations, Yorkshire released its own summary findings of the report and subsequently said no-one would be disciplined.
But the investigation was widely criticised after it reportedly found a racist term about Rafiq's Pakistani heritage was regularly used towards him while at the club and concluded it was "friendly and good-natured banter".
Mr Hutton, who said "nobody at Yorkshire was racist" after resigning as chair on 5 November, is expected to answer questions on Yorkshire's handling of the case.
Tom Harrison, chief executive of the England and Wales Cricket Board (ECB), will also give evidence about the ECB's role in the racism scandal, its complaints procedure and the wider implications for the game.
Yorkshire have been suspended from hosting international matches by the England and Wales Cricket Board and a host of sponsors have ended their deals with the club.

Read MoreA 33-year-old man arrested on suspicion of attempted murder, following a collision involving a Ford Transit van and two pedestrians in Lincolnshire, has been released on bail, police say.
Emergency services were called to Everingtons Lane, Skegness, at about 16:15 on Wednesday 10 November, according to Lincolnshire Police.
Two men, aged 20 and 38, were seriously injured in the incident and taken to hospital. The driver of the van left the scene.
A stinger was used to stop the van following a police chase along the A52 Wainfleet Road, Boston, officers added.

Two men from Rotherham who set up companies to claim the cash are banned from running businesses.

Emergency services were called to Breighton Airfield in Bubwith on Sunday afternoon, to reports of the crash.
The pilot is thought to have got into difficulty while trying to land and police said the occupant of the aircraft, believed to be the pilot, died.
The Air Accidents Investigations Branch (AAIB) said its inspectors were on site to gather evidence on Monday.
