    Taking about the decision to move of Colin Pitchfork to an open prison the Prison Service says it wouldn't recommend it unless it's safe to do so.

    Here's the statement:

    "Public protection is our top priority and transfers to open conditions can only be made after a thorough, expert, risk assessment carried out. A transfer to open prison does not guarantee eventual release in any form - whether that be on a temporary or other form of licence. Before that happens, offenders must meet another stringent set of tests."

    That's the weight of about 60 Corgi's.

    On Monday I told you a cyclist had been hit by a car on Upperton Road in Leicester. The 25-year-old woman has now died in hospital.

    Michael Gove agreed that Colin Pitchfork should be moved to an open prison - usually the first step towards release. 

    He was jailed in 1988 for raping and killing Lynda Mann and Dawn Ashworth.

    When he was sentenced the judge described him as "a danger to young women" and said his crimes were a "particularly sadistic kind". 

    He was given a 30-year minimum term, later reduced to 28 years.

    A man who raped and murdered two girls in Leicestershire has had his move to an open prison approved by the Justice Secretary.

    Colin Pitchfork became the first person in the world to be convicted using DNA.

    Leicestershire's new Police and Crime Commissioner will be at the meeting in Countesthorpe and wants to talk to people that have been affected by the recent spate of anti-social behaviour.

    Lord Willy Bach says: “I think that people who have been victims of this behaviour and other local residents will be reassured to know just how much effort is being put into finding a sustainable solution. 

    "But I want to assure people that this will definitely be a two-way conversation. Everyone attending will have the opportunity to ask questions and raise concerns with the very people tasked with tackling the problem."

    He says he also wants to meet with those alleged to be causing the problems to consider the full picture.

    A public meeting is being held in Countesthorpe tonight to try to work out why there's been an increase in anti-social behaviour. 

    More than 130 cases have been reported in just seven months.

    Kathy Slegg says: "I worked there in the 50's Abbey Park Road. Very disappointed with the artwork I thought they could have come up with something better than that."

    Della Ingram said: "It's not only about the lighting - it's the fact it was supposed to be sited ON the former Thorn Lighting grounds and it's not even on there but across the road."

    The city council say the light bulb sculpture idea would have cost between £500,000 and £850,000.

    They had a budget of £70,000.

    The money was allocated to the council with the condition that the public art would be on the Sainsbury's development - hence the odd location.

    The artwork was supposed to celebrate the area's industrial past- particularly the historic lightbulb factory Thorn Lighting. 

    An original suggestion of a massive sculpture in the shape of a light bulb was considered too costly so the silver tree was installed.

    Those that used to work there are angry about the design.

    They also say it's been fitted in the wrong location and with no clear mention of the factory, which at its height employed up to 2,000 people from the area.

    At the time there were complaints about the location but now it's actually been called an "insult" by the people it's meant to be dedicated to.

    The Leicestershire cyclist Lucy Garner is out of next week's women's tour after fracturing two ribs.

    The 21-year-old two-time world junior champion crashed at an event last weekend.
