It would involve city and county councils getting together for the first time to develop a strategic body to help secure investment.

A previous attempt which excluded Leicestershire recently failed.

This latest plan could face opposition from district and borough councils, according to BBC East Midlands political editor Tony Roe.

He said they risk being scrapped to save money. But the authorities argue their removal would take away a "layer of democracy".
