Water has been completely drained from a section of Erewash Canal, leaving fish "distressed because of lack of water".
Erewash Borough Council said the drainage occurred on Sunday 24 May between Long Eaton Lock and Dockholme Lock.
The authority added, external: "It is believed that the culprits knew the canal network as it was done to cause [maximum] damage."
The council said anyone witnessing vandalism should report it to Derbyshire Police on 101.

Leicester's Highcross is set to officially reopen with a range of new safety measures.
The shopping centre will introduce a one-way system, add signage about social distancing and install hand sanitisers across the building when it opens its doors on 15 June.
During lockdown the centre's essential stores have remained open to allow the public to purchase key items.
Some restaurants will continue to be available for takeaway and delivery with more expected to open later.
Announcements will be made throughout the centre about "how to stay safe" and "enhanced" cleaning will be in place.
There will also be live monitoring of footfall to ensure there are not too many people inside.
Centre staff will also wear protective clothing and customers will be encouraged to use contactless payment with retailers for transactions.

Clumber Park, Calke Abbey and Hardwick are among a small number of National Trust attractions due to be reopened on Wednesday.
The trust said only a third of the usual number of visitors will be allowed in and tickets will need to be pre-booked online.
It comes after the prime minister announced a further easing of lockdown measures in England yesterday.
Facilities at the National Trust sites - including houses, shops, holiday cottages, and campsites - will all remain closed.

People are being reminded to keep their house and car keys secure at home after a suspected "hook and cane" burglary in Gotham.
Nottinghamshire Police said it believed a burglar used a cane with a hook on the end through a letterbox to reach car keys for a BMW at a house in St Lawrence Close between 16:00 on Tuesday and 08:00 yesterday.
Insp Craig Berry warned residents to keep keys out of sight away from external doors and windows and not in porches or hallways.
“If you have a keyless entry system to your vehicle we’d also advise you to find out if it can be switched off overnight, to prevent thieves using digital scanners from detecting and relaying its signal," he added.

A live-streamed meeting of Nottinghamshire County Council had to be abandoned this morning after some councillors claimed there was a political imbalance.
The full council meeting had been planned to include only around 20 councillors, rather than the usual 66, to allow for social distancing but represent the authority's political balance.
Before the meeting, Maureen Dobson, an unaligned independent councillor, said she would not attend, feeling it was unnecessary to have the meeting in person and wanted a risk assessment.
Ashfield Independent councillor Tom Hollis, who would not have been part of the meeting otherwise, argued her not being there made the meeting politically imbalanced and wanted to take her place.
Council chief executive Anthony May said Mr Hollis refused to leave.
A few other options were discussed, such as increasing the overall number in attendance, but Labour felt this would have made social distancing impossible.
Ashfield Independent leader Jason Zadrozny said: "If they can't have some honour with how they treat people and the balance of the council then we won't behave honourably either."

A man has been arrested on suspicion of threatening supermarket staff with a knife.
Officers were called to Lidl in Castle Bridge Road, Nottingham, on Wednesday, at about 16:45 BST, following a report of a theft and staff being threatened.
The suspect had left the scene in a van.
A 23-year-old man was arrested on suspicion of robbery near the city's railway station later that evening.

Emergency services are at the site of a disused quarry in Leicestershire following a report of concern for welfare.
Police were called to Hill Hole Quarry in Markfield at 10:15 on Thursday after a fence was found damaged and items of clothing were seen.
Leicestershire Fire and Rescue Service has carried out a search of the area.
East Midlands Ambulance Service and the National Police Air Service have also been deployed.
Leicestershire Police confirmed some officers remain at the scene to assist the fire service with their inquiries.

A 17-year-old boy has died after he became ill while riding his bicycle in Derbyshire.
Emergency services were called to Nottingham Road, Somercotes, at about 13:00 BST on Wednesday, following reports a young man had fallen ill while cycling.
A force spokesperson said he was taken to hospital by air ambulance but sadly died.
Derbyshire Police are investigating the circumstances surrounding his death and preparing a file for the coroner.

A rescue pony cut its legs and damaged a fence after being "spooked" by youths in Brinsley.
Jon Beresford, co-founder of Brinsley Animal Rescue, said the actions of the teenagers on Tuesday night were "thoughtless and mindless", and has since been sent videos posted on social media of a boy running up to the rescue animals.
Mr Beresford said: "We save these ponies, sometimes from almost certain death. Often they're sold or traded for meat.
"We train them so they can be permanently rehomed.
"We weren't able to get to the animal to treat it on Tuesday night, it was so spooked."
The charity volunteer said that the boy's parents had come forward, and he would be meeting the family this evening to talk about repairing the fence.
"It's a positive outcome, we could have called the police but I'm a strong believer that making amends is a stronger lesson in life," he said.

Police have launched an appeal for information after medical stock was taken from an ambulance at King's Mill Hospital.
Nottinghamshire Police said theft is thought to have happened between 22:00 and 22:30 on 28 April.
Officers are "keen" to hear from a white man of slim build, who was wearing dark tracksuit bottoms with a stripe down each leg, dark trainers and a dark hoody with white or light grey sleeves.
He was carrying a large black bag over his shoulder and his face was covered with a mask.

Officers were called at 05:45 this morning and have cordoned off the scene around the Erewash Canal near the Gallows Inn in Ilkeston.
