    City of Lincoln Council has approved a 1.9% hike in its share of council tax for the coming financial year.

    The rise will take the city council’s share of council tax for a Band D property in Lincoln to £285.39 – an increase of £5.31.

    The executive committee also agreed on increasing allotment charges, council house and garage rents.

    Council bosses predict a budget gap of £1.75m and said it must close the hole for financial stability.

    Council housing rent will increase by an average of 1.5%, while council garage rents will increase by 3%.

    The authority said it faced a number of ongoing challenges caused by the coronavirus pandemic and required a substantial reduction in all of its budgets.

    Ric Metcalfe, Labour leader of City of Lincoln Council, said: “It’s a reasonably modest increase for most people and we will support low income groups still with the concessions.”

    The council has saved more than £9m annually over the past decade, however will have to increase savings by £850,000 next year, rising to £1.75m by 2023-24.

    The draft budget will go to consultation and return before the council later this year for a final decision.

    Thirty dogs have been taken into the care of the RSPCA after they were found in a neglected state in kennels outside a property in Lincolnshire.

    RSPCA officers were alerted to the "horrendous" plight of the dogs last week and the owner agreed to sign the pets over into the care of the animal welfare charity.

    Some of the dogs' fur was so matted their breeds were unrecognisable and many were covered in faeces, according to the charity.

    They were taken to the vets where many had to have their fur shaved and many also needed emergency dental work to enable them to eat properly.

    Ella Carpenter, manager at RSPCA Radcliffe Animal Centre, said: "One dog was in such a state she had pus leaking from her mouth. It was so upsetting to see, it reduced rescue staff to tears."

    A new mass Covid vaccination centre opens in Lincolnshire today - one of 10 new sites in England getting under way as the government bids to meet its target of offering 15 million people in the UK a dose by 15 February.

    The centre, at the Princess Royal Sports Arena in Boston, is among the venues chosen to join the seven hubs already in use.

    NHS England said the new centres would offer "thousands" of jabs a week.

    It comes as a further 324,233 vaccine doses were administered across the UK, taking the total above 3.5 million.

    More people (3.5 million) have now received a Covid vaccination in the UK than have tested positive (3.3 million) for the virus.

    However, it is believed there have been many more cases than have been recorded, as mass testing was not available during the first peak last spring.

    The government has promised all the over-70s, the extremely clinically vulnerable and frontline health and care workers - about 15 million people - will be offered a jab by mid-February.
