Tory Chairman of the London Assembly Housing Committee Andrew Boff told BBC London Mr Khan's promises are "evaporating like a mist on Hackney marshes".
"Even with the watered down figure of 35%, he's actually said that if you come forward with a good enough excuse I'll let you build even less" he said.

Wayne Stirrups was in Cardiff on Thursday 17 November but was thought to be making his way back to Kent.
He was last seen in the Trafalgar Square area of London on Saturday 26 November.
Inspector Gordon Etheridge said: "Wayne’s friends and family are understandably concerned about his welfare and we urge him or anyone who may have seen him to contact us."
Anyone with information should call Kent Police on 101 quoting reference 18-1174.

He is serving eight-and-a-half years for grievous bodily harm and robbery offences in Brighton after being convicted in December 2013.
He has links to Brighton and surrounding areas, but also has connections in Kent, London, Surrey and Hampshire.
