The teenager was attacked in broad daylight in a secluded area of Avery Hill Park in Greenwich on 4 September.
The Met believes it took place between 09.00 BST and 13.00. The victim was taken to a haven and is being supported by specialist officers.
Robert Rukwira, 40, of Restons Crescent, Greenwich, has been charged with rape. He is due to appear at Bromley Magistrates' Court later.
A design flaw on the Docklands Light Railway allowed a commuter to be stripped of her coat after it got caught in a train door, an investigation has found.
Part of a coat worn by a female passenger became trapped in the closing train doors at Bank Station at about 21:30 GMT on 6 February, according to a report by the Rail Accident Investigation Branch, external (RAIB).
The passenger was unable to release their coat because the trapped fabric was too small to be detected and the door sensors on the Docklands Light Railway required a "relatively high pull force" to extract the coat, the report found.
She managed to partially take off her coat before it was dragged from her as the train departed.
Defects in the station's CCTV system meant staff were unable to see the problem.
RAIB have called for a review of the door sensors on all Docklands Light Railway trains and improvements to be made in platform observation equipment.

A leaking dry shampoo caused a subsonic explosion which blew out a bathroom window in a house in Notting Hill.
The can ignited when a overhead heater was switched on by person in the bathroom, causing the explosion and a small fire at the home in Ladbroke Square on Tuesday evening.
London Fire Brigade said the occupant was not injured but warned that "cans which contain a compressed gas should be kept clear from any heat sources".

The Londoner imagined it would be a unifying experience, but in fact she felt isolated among people she thought would be more like her.
"What made it for me was the beautiful scenic views," she says. "How can you be miserable when you're looking at mountains?"
For the journey through Vietnam, Russell, 48, travelled in a vehicle with Vicky Balch, who lost her leg in the Alton Towers rollercoaster accident and Steve Brown, a Paralympic wheelchair rugby player who's paralysed from the chest down.
But in fact, for some of the time at least, Russell would feel more isolated and different than she had done before.
