    A wedding which was due to take place at St Dionis church on Parsons Green, at the edge of the police cordon, had to be moved.

    The Bishop of Kensington, the Rt Rev Graham Tomlin said the ceremony was moved to the neighbouring parish of All Saints in Fulham.

    Bishop Tomlin said: "We had to make very quick arrangements to shift it.

    "In some ways that's a sign of how London can adapt. London's a very resilient city. It's a place that can take this and carry on."

    Asked about the London terror attack by reporters outside the White House in Washington, Mr Trump said: "It's a terrible thing.

    "It just keeps going and going, and we have to be very smart, we have to be very, very tough.

    "Perhaps we are not nearly tough enough.

    "It's just an absolutely terrible thing. In fact, I'm going to call the prime minister right now.

    The District Line still has no service from Earl's Court to Wimbledon and severe delays between Earl's Court and Edgware Road. Tube tickets are being accepted on London Buses, South Western Railway and London Overground.

    A 50m cordon remains in place around Parsons Green Tube station but only Parsons Green Lane is closed. Fulham Road and New Kings Road have reopened.

    The Metropolitan Police says it's evacuated the area surrounding Parsons Green Tube station while emergency services continue to work at the scene.

    It says the evacuation is necessary because specialist officers need to "secure the remnants of the improvised device and ensure it is stable".

    "A small number of residents will be affected by the evacuation, which encompasses an area approximately 50 metres in radius," says Scotland Yard,

    Back in 2005, when bombs failed to detonate on the transport network, the emergency services took similar steps.

    Moving the remains of those devices was extremely difficult because nobody from the Forensic Explosives Laboratory, which analyses the remains of IEDs, initially knew if they were still capable of exploding.

    The Parsons Green station explosion that has injured at least 22 people shows the chance of terrorists succeeding in causing significant damage is low, according to a University of Nottingham academic.

    Afzal Ashraf, a visiting fellow at the university's centre for conflict and terrorism, said his daughter was in a train behind the one with the explosive device.

    He said it is "very fortunate" nobody seems to have been seriously hurt, and believes CCTV from the area will mean a suspect could be identified or even arrested "in the next few hours".

    Dr Ashraf said the UK has "some of the best" counter terror and security systems in the world, which has kept the threat low, but said there was a need to "look at the global political situation which feeds the motivation for these horrible incidents".

    Last year’s failed attack on the London Underground has some similarities to this incident.

    Damon Smith put his homemade device into a rucksack and left it on a Jubilee Line train in October 2016.

    He got the bomb recipe from a jihadist manual, used a cheap clock for a timer - and modified fairy lights acted as an initiator.

    Today’s device has a timer and fairy lights. Some of them have what looks like a white plug at the end - which could be wax to seal them after they were modified to explode.

    That technique was used by Zahid Hussain, a Birmingham man convicted in May of planning to make a crude bomb with a pressure cooker.

    A Scotland Yard spokesman said: "The [Donald Trump] comments are unhelpful and pure speculation.

    "If anyone has got any evidence or information, please contact the anti-terrorism hotline."

    Speaking to the BBC after chairing a meeting of Cobra, the Prime Minister Theresa May thanked the emergency services for their professionalism and bravery.

    She said the police were doing all they could to identify those responsible and bring them to justice but urged the public to continue to go about their daily lives.

    The meeting of Cobra has not increased the threat level to critical, Mrs May said.

    The threat level is only increased to critical if the security services believe the threat of another attack is imminent.

    "The threat of terrorism that we face remains severe but by working together we will defeat them," she added.
